RFP Instructions DRAFT Missile Warning, Missile Defense and Space Domain Awareness IDIQ PWS and DRAFT Solid State Phased Array Radar System (SSPARS) O&M PWS (Task Order 01) GOVERNMENT RESPONSE
| Question # | Question / Comment - 21 Aug 2024 | |||
| 1 | Requirement: “Radar operations are performed by military members assigned to the four GSUs”, however it appears that contractor personnel operate the LRDR radar. 1.2 states that “LRDR operator support is executed remotely from LRDR Sector Operations Center (SOC) – Beale (SOC-B) (Primary), and SOC – Cheyenne Mountain (SOC-CM) (Alternate). Each LRDR Space Crew will consist of, at minimum, two (2) qualified Missile Defense Radar Operators (MDROs) per shift at SOC-B and at SOC-CM on a 24-hours-a-day, 7-days-a-week (24/7) basis.” | |||
| Question(s): What are the qualifications for the MDROs? Is a MDRO training course currently available, and will the course material be provided to the contractor? | PWS 17.4 and its sub-paragraphs identify the training and qualifications for MDROs. MDRO Training Courses are available for current MDROs and the MDRO course material is available in the Bidders Library. | |||
| 2 | Will any data be provided in the bidders’ library regarding the current vehicle fleet maintained by the incumbent contractor? | Data regarding the requirement's current Government Vehicle Fleet will be available within the Bidders Library. No data will be provided pertaining to vehicles (if any) the incumbent contractor utilizes in performance of the Government's requirements. | ||
| 3 | What is a reasonable number of visits/tours to anticipate annually? | This workload data is provided in the Bidders Library | ||
| 4 | Is Exercise support that may impact contractor staffing and/or overtime pay an example of the type of “labor surge” that is billable? | IAW PWS 2.5.1 Firm Fixed Price Contract Line-Item Numbers, "Surge support outside of risk of life, limb, or mission failure must be approved by the CO in advance.". Such surge support is contingent and must be reviewed on a case-by-case basis. | ||
| 5 | For workload planning purposes can the government provide any insight to the number and type of projects currently underway at Clear SFS? If not, could the government provide any information regarding projects completed in the past on an annual basis? | A Project list has been provided to the sites (where applicable), which show all the previous projects completed from start of the current contract. | ||
| 6 | Will a draft list of GFP, GFE, and Government-Furnished Material (GFM) be available prior to the release of the final RFP? | The Government intends to provide access to the entire Bidders Library in advance of the formal solicitation. | ||
| 7 | For planning purposes, can the government provide the estimated costs for the US Government to medically evacuate US contractor personnel out of Pituffik SB (to include airlift support and associated costs), in the unlikely event that is necessary? | The Government does not have the costs a contractor could anticipate paying to medically evacuate a US contractor out of Pituffik. | ||
| 8 | Please clarify if system analysis is only performed for anomalous behaviors, as needed. If more frequently, is system analysis centralized (one group/person performs the analysis for all sites) or decentralized (each site performs their own)? | |||
| System analysis is performed as needed by Space Delta 4, usually as a result of anomalous behaviors. If more frequent, system analysis is decentralized and if the anomalous behavior is occurring at more than one site, analysis is gathered and reviewed for each site affected. | ||||
| 9 | The contractor is required to “Develop initial technical and cost proposals for Government review and approval at the request of the CO.” Are contractor costs to prepare these proposals allowable costs? If so, will these costs be covered by a cost-reimbursable CLIN w/no fee, a CPFF CLIN, or a FFP CLIN? | The Government will not have a separate CLIN for a contractor to invoice the preparation efforts for technical or other cost proposals resulting from individual projects or other requirements. It will be up to the contractor to manage and consider such in developing its proposals. | ||
| 10 | For workload planning purposes, can the government provide any historical data regarding the actual numbers of projects requiring T&E support that have been accomplished at the four UEWR sites annually? | The Government does not have historical annual Training & Evaluation (T&E) workload data for the UEWR sites to provide. | ||
| 11 | Are there Government required/specified software tools or environments (e.g., Gov cloud) for documents, software CM, inventory, etc.? Windchill, ALCS, JIRA, Azure, etc. | OneDrive for Gov Cloud service, IDSS for SCFs, JDRS for DRs, and IMDS for maintenance actions. | ||
| 12 | Will the government define minimum qualifications for the ISSO positions in the final PWS? | ISSO appointees must be intermediate proficiency level qualified IAW DoD Manual 8140.03. Reference PWS paragraph 4.3.1 & 17.3 | ||
| 13 | Would the government consider it reasonable to have a single ISSO per site, cross-trained to maintain network, JWICS, FAB-T, and computer security? | PWS specifies providing a primary and alternate for specific sites. The ISSOs can provide the support necessary for multiple systems. | ||
| 14 | The reference to Appendix F for Appendix F looks like Rev 4 not 5 – Rev 5 has newer CCI families (e.g., Supply Chain) is this reference correct? | Updated Appendix F to reflect the current family names according to NIST SP 800-53 Rev 5 | ||
| 15 | Are there existing processes for installing patches and upgrades (we assume updates are vetted before being provided in an integration lab, for example) | PWS paragraph 3.7 provides information regarding patches and upgrades. | ||
| 16 | When are current ATOs due? | Would you please clarify what specifically from the ATO is due that is being asked? | ||
| 17 | Requirement: Contractor Controlled Availability (ACC) allow ~ 26 hours of downtime/year. | |||
| Question: How is the ACC formula calculated? Is scheduled maintenance part of this calculation? Are there redundant systems that allow for any maint to be done while operational. Are external interfaces (power, comm, etc.) included in the calculation? | The definition for ACC and how it is calculated is listed in Appendix B | |||
| 18 | Requirement: Maintain an inventory of all warehouse supplies and materials. Include both GFM (provided at contract start) and contractor procured items. | |||
| Question: Will the Government provide inventory schedules of all warehouse locations? | The Bidders Library will provide a list of the warehouse inventory. A specific schedule is indicative of 'Burn Rates' which is controlled at the contractor level. The Government does not manage inventory schedules. | |||
