About this file
This document provides instructions for submitting cost proposals in response to a Request for Information for the Solid State Phased Array Radar System Reacquisition opportunity scheduled for fiscal year 2026. Contractors are to use the ProPricer Government Edition software to develop their pricing models by either directly inputting their pricing algorithms or utilizing the ProPricer Express cloud-based tool. Cost proposals must be submitted in a ProPricer "Prepare for Government" zip file along with a separate Excel workbook containing a full working cost breakdown report. The current incumbent is completing performance under Contract FA251822C0001 awarded by the United States Space Force's Space Acquisitions and Integration Office, with a North American Industry Classification System code of 517810 for all other telecommunications. The Government plans to facilitate an Industry Day in early 2024 to inform the upcoming reacquisition.

1.0 ProPricer Use for Proposal Cost/Price Evaluations and Cost/Price Analysis.
1.1 The Government intends to use ProPricer Government Edition (GE) (Executive Business Services, Inc.) commercial-off-the-shelf (COTS) software to perform proposal cost/price evaluations and cost analyses of a Contractor’s price/cost proposal. The Government’s use of ProPricer is not intended as, and does not constitute, an endorsement by the U.S. Government, Department of Defense, or Department of the Air Force of this software. Contractor is not required to purchase or use the full version of ProPricer software as a condition of award.
1.2 Submitting cost proposals in a standard format that can be evaluated by our ProPricer GE software is intended to streamline the proposal evaluation process, resulting in a more consistent and complete proposal evaluation process.
1.3 The Government recognizes Contractor may use a variety of proposal pricing systems to develop its cost/price proposal. Therefore, the Government requires Contractor to select one of two proposal format options to create a ProPricer ZIP file when submitting its cost/price proposal for this RFP. Contractor should use one of the two methods described in the following paragraphs.
1.3.1 Method 1. Contractor who already uses ProPricer for its proposal should highlight the proposal, select “External Data,” “Export,” “Prepare for Government” and ensure the “Include only the items related to the elements used in the proposal” button is selected prior to pressing “Process.” Contractor should submit the resulting ZIP file via email to Contracting Officer or request a DoD SAFE link from the Government contracting office.
1.3.2 Method 2. Contractor can use the cloud based ProPricer Express Tool [available for no charge from ProPricer (https://www.propricer.com/products/contractor-express) to create the files to be submitted. Contractor can work with ProPricer Technical Support at 800-507-9980 or support@propricer.com to create the Contractor’s pricing algorithms for the submitted proposal or create pricing without technical support. ProPricer Technical Support should not require any Contractor to identify the Government customer. Using the ProPricer Express Tool, the Contractor creates the proposal. Once Contractor has created its proposal, it should use the steps from Method 1 above in the ProPricer Express Tool to create the ZIP file to be submitted to the Government. Contractor should submit the resulting ZIP file, without modification, via email to the Contracting Officer or request a DoD SAFE link from the Government contracting office.
1.4 Submission of Cost model developed in ProPricer: The Contractor shall submit:
1.4.1 A Pro-Pricer “Prepare for Government” zip file prepared for version 9.4.103 or higher. For preparing the proposal in Pro-Pricer, Contractor should use one of the two methods described in the above section.
AND
1.4.2 “In Excel format (.xlsx) provide a “Detail Cost Breakdown” report at the “Summary” level, with “Export Full Pricing” set to “Annual”. This Excel file shall be a full working cost model with live formulas and includes worksheets for direct rates, indirect rates, and P-tab, etc. Do not modify the resulting Excel file in any manner.
AND
1.4.3 The Contractor shall submit a company point of contact (name, phone number and email) in case the Government encounters problems with accessing the data.
