Attachment 4 Section L – Instructions, Conditions, and Notices to Offerors
L-1.0 General. The following instructions cover the preparation and submittal of the offeror’s proposal for this solicitation. Offerors shall follow the instructions contained herein. Exclusive responsibility for this source selection will reside with the Government. Proprietary information submitted in response to this solicitation shall be clearly marked as such and will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C.423) and implemented in the FAR. Any unmarked proprietary information will be considered releasable under the restrictions of the Freedom of Information Act.
L-2.0 Communication & Proposal Submission.
L-2.1 Communications. Exchanges of source selection information between the Government and offerors will be controlled by the Contracting Officer. All communications shall be provided and exchanged through the Solicitation Module within PIEE. Offerors will need to register for the ‘Proposal Manager’ role within the Solicitation Module to communicate with the Government. Reference Attachment 14 -PIEE Solicitation Module for instructions.
L-2.2 Submission. Reference Attachment 15 - Posting Offer in Solicitation Module for instructions on proposal submission. Offerors are encouraged to access the Solicitation Modules’ ‘Documentation’ drop-down option and then select the ‘Training and Resources’ option for further information. Proposal submission description via PIEE shall clearly state the solicitation number (FA2518-25-R-XXXX), Company Name, and Point of Contact. All files sent through PIEE shall have an appropriate naming convention that clearly identifies the Company Name and proposal title. Proposals shall be submitted by the time indicated in Block 09 of the Solicitation (SF33).
L-2.2.1 Exceptions. Exceptions to solicitation requirements may require the Government to amend the solicitation to reflect a changed requirement. The Government will consider the absence of a stated exception to mean the offeror takes no exception to the solicitation requirements and proposal will be evaluated as submitted. If an offeror believes the requirements in this solicitation (including the Performance Work Statement (PWS)) has errors, omissions, ambiguities, or are otherwise unsound, the offeror shall notify the PCO via email with supporting rationale no later than fourteen (14) calendar days after the solicitation release date.
L-3.0 Questions. All questions concerning this solicitation must be non-proprietary and submitted to the Contracting Officer via email no later than X:XX p.m. MT, 0X XXX XXXX. The Government will provide all question(s) and answer(s) on https://sam.gov/content/home.
L-4.0 Revisions and Amendments. The Government reserves the right to revise or amend the requirements or the solicitation at any time. Such revisions or amendments will be communicated by formal amendment to this solicitation. If such amendment requires material changes in quantities or costs, the proposal closing date may be postponed enabling offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time.
L-5.0 Bidder’s Library. All the supplemental regulations (AFI, DAFI, etc.), manuals, controlled technical data, government furnished property/equipment, or other publications will be provided in the Bidder’s Library. Many documents in the ‘Bidder’s Library’ include Export Controlled, Controlled Unclassified Information (CUI), Controlled Technical Data, and other sensitive documents. Therefore, the Defense Logistics Agency (DLA) requires Contractors to have an active Joint Certification Program (JCP) and an approved DD Form 2345 on file to gain access. The following procedures apply to all offerors wanting access to the ‘Bidder’s Library:
L-5.1 An offeror must request access to the Bidder’s Library by providing its current JCP status, DD Form 2345, and two POC email address’ and contact numbers via the Solicitation Module within PIEE.
L-5.2 Once an offeror’s current JCP status and two POCs are received, the information will be validated. If the information provided is found to have an ‘Active’ JCP and valid DD Form 2345 the offeror will be approved to receive the Bidder’s Library. The Government will provide the entire Bidder’s Library via ‘DoD Secure Access File Exchange (SAFE)’ (https://safe.apps.mil/) to the offeror’s two designated POCs.
L-5.3 IMPORTANT: Offerors should provide all above information at their earliest opportunity. Any vendor who does not provide the above information and is not validated having an ‘Active’ JCP and DD Form 2345 will not be provided access to the requirement’s Bidder’s Library.
L-6 Debriefings. Offerors will be promptly notified by the Contracting Officer of their elimination from the competition and their proposal will not be further considered for award. The notice will state the basis for the determination and that a proposal revision will not be considered. All Offerors may request a debriefing IAW FAR 15.505.
L-7 Post-Award Conference. A Conference will be scheduled and conducted by the Government with the selected Offeror prior to the commencement of any work under the awarded contract.
L-8.0 Proposal Format.
L-8.1 The instructions below prescribe the required format of proposals. Proposals shall include all the information requested. Failure to include all information requested may adversely affect the evaluation. A proposal that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation. Any Offeror who submits an incomplete proposal may be considered non-responsive, and therefore may not be evaluated. Non-compliance with the solicitation may be grounds to eliminate the Offeror from contract award consideration.
L-8.1.1 Offerors’ proposals shall be clear, concise, and shall include sufficient detail for effective evaluation and validation of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide conclusive rationale to address how the Offeror intends to meet these requirements. The absence of such conclusive rationale will adversely influence evaluation of the proposal. Offerors shall assume that the Government has no prior knowledge of their facilities or their experience and will base its evaluation of the information presented in the Offeror’s proposal. Elaborate brochures, documentation or other embellishments are unnecessary and should not be included in the proposal submission.
L-8.1.2 The proposal acceptance period is specified in Block 12, Section A of the Solicitation (SF33). The offeror shall make a clear statement in Section A that the proposal is valid for 365 calendar days from receipt of offers. This period may be extended upon the mutual agreement of the offeror and the PCO. By signing and dating the SF33, the offeror agrees to the above stated period.
L-8.1.3 Proposals shall not contain classified information.
L-8.1.4 Alternate proposals will not be accepted.
L-8.2 Proposal Incorporations. The Government may incorporate into this contract, by reference or full text, portions of the successful offeror’s proposal submitted in response to this solicitation as revised and supplemented through the final proposal revision into the contract.
L-8.3 Disposition of Unsuccessful Offerors. In compliance with FAR 4.8, the Government will retain one (1) electronic copy of all unsuccessful proposals.
L-8.4 Proposal Format. A complete proposal consists of four (4) volumes: Volume I – Factor 1 – Technical; Volume 2 – Past Performance; Volume 3 – Small Business Participation, and Volume 4 – Price/Cost (& Contract Documents). Each submission shall contain a table of contents with hyperlinks. Tab indexing shall be used to identify sections. Each proposal shall contain a glossary of all abbreviations and acronyms used, with a definition for each. Use of abbreviations and acronyms should be limited.
L-8.4.1 Page Format. The proposal shall be submitted electronically where text shall not be smaller than Microsoft Word Times New Roman 11-point font, single column, single spacing and one-inch (1”) margins (top, bottom, left and right). The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman 8-point font, and used only when necessary. Reproduced sections of documents (i.e., SF33, DD254, Sections A-K) and pre-existing documents (i.e., DCAA approval letters, Cost Accounting Standards (CAS) Disclosure Statements, signed agreements, etc.) are exempt from the above stated requirements. Text lines and table lines of text shall be single-spaced. Page color for each page of the proposal submission shall be white or ivory.
L-8.4.2 Organization/Limits. Information submitted shall not exceed the page limits stated below for each Volume. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the limit will be removed from the applicable volume and will not be considered as part of the evaluation. Covers for volumes, tables of contents, glossaries, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, e.g., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.
L-8.4.3 Proposal Revisions. The same provisions contained in L-8.4 will apply when offerors submit proposal revisions, during or after discussions. Offerors shall submit a new, complete proposal highlighting all changes in yellow with a change bar in the margin. This allows the Government to preserve and track each Offerors changed approach based on discussions. Offerors shall include the date of the revision and revision number in the footer. Make MS Word or Excel spreadsheet revisions obvious by highlighting information/cells in yellow that changed and identifying as a revision in the file name.
L-9 Instructions for Volume 1, Factor 1 – Technical.
L-9.1 General. The technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s technical proposal.
L-9.2 Cross-Reference Matrix. A separate cross-reference matrix shall be completed and submitted with Volume I. All referenced paragraphs include all subsequent subparagraphs (for example, 5.0 includes 5.1, 5.2, 5.2.1, etc.). Offerors shall fill in the columns related to their proposal. This is only a tool to assist in the proposal preparation process. Offerors are ultimately responsible for ensuring that their proposal fully addresses all areas and that all requested information is completed in accordance with Sections L and M of this solicitation. Offerors shall complete the last column of this matrix with paragraph number references. Offerors may provide additional references to the other columns as deemed necessary. L-9.3 Attachment 10 - Labor Categorization Tool. The offeror shall complete and submit the Labor Categorization Tool. Detailed instructions are included in the tool.
L-9.4 Technical Subfactors. The offeror’s technical proposal shall address each of the following subfactors describing the offeror’s proposed understanding and approach to perform the requirements. The technical proposal shall identify a sound approach that meets or exceeds the requirements of the TO 1 PWS and demonstrates knowledge and understanding of those requirements and their associated risks. For each subfactor, the offeror shall identify risks, if any, associated with the proposed understanding and approach and actions the offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their proposed approach.
L-9.4.1 Subfactor 1 – Program Management.
L-9.4.1.1 Aspect 1 - Management. Provide:
1) An organizational structure detailing line(s) of authority/chain(s) of command, to include subcontractors and teaming partners
2) An explanation of the functional relationships and roles and responsibilities that ensure effective communication procedures both within the company and with the Government and efficient execution of all Attachment 2 – TO 1 PWS requirements
3) A completed Attachment 10 – Labor Categorization Tool
4) A description of any offeror-identified key personnel positions (beyond those identified in Attachment 2 – TO 1 PWS paragraph 2.3.1) and why you selected these personnel positions and how they will help your firm successfully execute the requirements. Any offeror-identified key personnel positions and qualifications shall be incorporated into the contract at Appendix M – Proposal Incorporations.
5) An explanation of the planned distribution and cross utilization of personnel at performance locations (on- or off-site) that demonstrates an understanding of the requirement and reflects the appropriate experience and expertise levels to execute the requirement within the required timelines. If the proposed hours for any position title are not consistent across option periods, provide an explanation of the differences.
6) An explanation of the procedures that will be implemented to manage subcontractor, teaming partner, and associate contractor relationships to ensure configuration management, and seamless and integrated execution of all Attachment 2 – TO 1 PWS requirements
L-9.4.1.2 Aspect 2 - Recruiting, Retention, & Continuity. Provide your approach to: 1) recruit, retain, and ensure continuity of services; 2) resolve staffing vacancies, high attrition, and Task Order 1 PWS mission support gaps; and 3) ensure continuity of services in capturing, maintaining, using, and conveying for future Government use all knowledge developed during contract execution in performance of all TO 1 PWS requirements.
L-9.4.1.3 Aspect 3 - Quality Control. Provide your approach to implementing a Quality Program IAW Attachment 2 – TO 1 PWS, Paragraphs 2.7.2 and 20.0 that ensures the offeror meets or exceeds all performance requirements. Explain how the offeror will quickly identify and remedy deficiencies and systemic issues and ensure responsiveness, resolution of problems, and continuous improvement during contract performance.
L-9.4.2 Subfactor 2 – Operations and Maintenance. Provide your approach to ensure an effective and efficient operations and maintenance program. At a minimum address procedures and procedures for:
1) Cybersecurity controls
2) Scheduled and unscheduled maintenance of mission systems
3) Troubleshooting and recoverability of mission systems
4) Coordinating and scheduling test and evaluation activities
5) Integrated Maintenance Data System (IMDS) integration into your maintenance procedures
L-9.4.3 Subfactor 3 – Transition/Phase-In. Provide a transition/phase-in approach for establishing required management processes that will result in continuity of mission support and contract performance; and efficiently transitioning/phasing-in resources and personnel onto the contract. At a minimum, address the following:
1) Key milestones that reflect how you will use the transition/phase-in period.
2) Transition/Phase-in organizational chart with a brief functional statement and proposed staffing and timeline for each position.
3) Approach for hiring incumbent employees and contingency plans in case such incumbent employees cannot be hired. Discuss your plans to assign any current employees to the contract. Include in the discussion personnel security clearance issues, to prevent interruption of services.
4) Approach for interfacing with the incumbent contractor at each location during the transition/phase-in period.
L-10.0 Instructions for Volume 2, Factor 2 – Past Performance.
(Sample Tasks: Some source selection teams find it useful to use a sample scenario or task to aid in the evaluation of a Technical subfactor. In some cases a sample task or scenario may be particularly useful, such as where the problem-solving skills are themselves a critical discriminator (for example, contracts for engineering services or critical analysis). If appropriate, make the sample task the first known delivery order/task order. It is suggested that you limit sample tasks/scenarios to address only the most critical aspects of the program. Tasks/scenarios that are too broad or complex may overwhelm the offerors in terms of the time and cost of producing an acceptable solution and thus, not provide the insight that was intended to be provided. Also, keep in mind, your evaluation team will have to read and evaluate each proposed solution. Sample tasks/scenarios need to be designed with a specific purpose in mind. They should be focused on obtaining only the information needed to satisfy the intended purpose. They must not be based on known or contemplated requirements, unless the sample task will become the first order under the contract. (For instance, if your requirement is for scientific or engineering services to solve specific problems then do not ask the offerors to solve those problems in their proposals. This would be seen as attempting to get the offerors to solve your problems at their expense rather than contracting for their services.) Be certain to limit redundancy between the sample task/scenario and other Technical subfactors.
Note: If you include a sample task/scenario, you must discuss in Section M how it will be evaluated and contribute to the rating of the applicable Technical subfactor.)
L-10.1 Contents. Offerors shall submit a Past Performance Volume containing the following:
1) Table of Contents
2) Past Performance Summary. See paragraph L-10.1.1
3) Past Performance Information (PPI) Citations
4) Subcontractor/Teaming Partner Consent Letter
5) Client Authorization Letter
6) Organization Structure Change History
L-10.1.1 Summary. Describe the roles of the citations submitted for the offeror, subcontractors, teaming partners, and/or joint venture partners in relation to proposed performance for the subject requirement. Include a detailed matrix that depicts how each reference meets the relevancy criteria defined Section M. Also include a detailed explanation of how the combination of all submitted citations meets the relevancy criteria.
L-10.1.1 Attachment 6 – PPI Citation. Submit a PPI Citation for each Government contract referenced identifying active or completed contracts (minimum of 12 months performance). A maximum of five (5) contract citations are permitted. Two (2) of these must be for the offeror submitting a proposal. The remaining three (3) citations submitted may be for subcontractors, teaming partners, and/or joint venture partners considered critical to successful performance of the requirement. Each submitted PPI Citation is limited to a maximum of four (4) pages. In total, the maximum number of cumulative pages for all PPI Citations submitted is 20. Address all performance issues by itemizing the issues and including the corrective actions taken and their final outcome(s). This includes any cure notices, show cause letters, termination for default or cause, claims, and latent defects. Addressing performance issues does not need to be readdressed if an offeror’s input has already been provided within the Contractor Performance Assessment Reporting System (CPARS) and the rationale has not changed. All PPI Citations submitted will be treated as source selection information in accordance with FAR Part 2.101 and 3.104.
L-10.1.1.2 Ordering Type Contracts Submission. If the contract you are submitting is an ordering type contractual vehicle (for example, including but not limited to an Indefinite Delivery “D” type contract per FAR 16.5), only after issuance of a delivery/task order does performance occur. Given this, an individual order (or series of orders) under the basic ordering contract shall be submitted, in lieu of just the basic ordering contract itself. All information provided to the Government, for an ordering type contractual vehicle, shall be at the order level (i.e. a delivery/task order) on a single contract.
L-10.1.1.3 Series of Orders. When submitting an individual order (or series of orders) under an ordering type contractual vehicle, it is important that the offeror’s past performance information be accurate, complete, and in the correct format. If the information is not submitted in the correct format, the Government will not be able to evaluate the effort for recency, relevancy, and quality.
Caution: All orders within the series of orders, being submitted, should be for the same continuous technical scope demonstrating relevancy to the instant acquisition. The Government reserves the right to request additional information from the offeror or Points of Contacts provided to verify that the series of orders is for the same continuous technical scope.
L-10.1.2 Attachment 12 - Subcontractor/Teaming Partner Consent Letter. Citations concerning subcontractor and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner reference information to the Prime during exchanges. These letters are only required for subcontractors and teaming/joint venture partners for which the Offeror submits past performance information as part of the Past Performance Volume. Completed consent forms shall be submitted as part of the Past Performance Volume.
L-10.1.3 Attachment 9 - Client Authorization Letter. In the event that commercial contracts are presented as past performance sources of information, a client authorization letter shall be issued to those commercial POCs requesting/authorizing them to complete a Past Performance Questionnaire. A sample client authorization letter is attached to this solicitation, Attachment 9 – Client Authorization Letter. The offeror shall send the client authorization letter(s) with the PPQs to each commercial contracts POC. A separate copy of client authorization letter(s) for each commercial contract shall be included in the offeror’s Past Performance submission for the Government’s use in case additional questionnaires need to be sent by the Government after the solicitation due date.
L-10.1.4 Organizational Structure Change History. Many companies have acquired, have been acquired by, or have otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate the Government’s past performance evaluation, Offerors shall include in this proposal volume a detailed "roadmap" describing all such organizational changes (if applicable), to include specific names and dates.
L-10.1.5 Attachment 8 - Past Performance Questionnaires (PPQ). The Government will use the attached PPQ as a tool for conducting Past Performance telephonic or email interviews. The Government reserves the right to change, alter, and/or supplement the questionnaire without further notice to the offeror(s). The offeror shall send out and track the completion of the PPQs using Attachment 7 – Transmittal Letter. The offeror should endeavor to ensure at least two (2) POCs per relevant contract reference (PPI Citation) submitted complete and email the PPQ directly to the Contracting Officer no later than the date established in Block 09 of the solicitation. The offeror shall not submit completed PPQs. Contracting Officer email: steven.dyer.5@spaceforce.mil. PPQs will be treated as source selection information in accordance with FAR Part 3.104.
L-10.2 Recency Determination. Each PPI Citation reference shall have work/services (minimum of 12 months of performance) that was/were performed during the last six (6) years preceding the final solicitation release date. This includes contracts that were awarded prior to this period, but still had performance (minimum of 12 months) during the last six (6) years.
L-10.3 Relevant Contracts. Offerors shall submit information on contracts deemed relevant in demonstrating the ability to perform the full range of Attachment 2 - TO 1 PWS requirements and explain how/why the referenced contracts are relevant IAW the relevancy definitions in Section M. Relevancy shall be detailed in each Attachment 6 - PPI Citation. The Government is not bound by the Offeror’s opinion of relevancy.
L-10.3.1 Small Business Compliance in Past Performance Efforts. On the five (5) citations, include relevant information concerning the offeror’s/joint venture member’s/subcontractor’s compliance with FAR 52.219-8, Utilization of Small Business Concerns or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in the contract. (Please note that FAR 52.219-8 does apply to ALL businesses, whereas FAR 52.219-9 only applies to large businesses.) When subcontracting possibilities existed on the contracts submitted by the offeror/joint venture member/subcontractor, address whether the offeror/joint venture member/subcontractor awarded subcontracts to small business concerns.
L-10.4 Other Sources. Pursuant to FAR 15.305(a)(2)(ii), the Government may utilize references other than those identified by the Offerors in evaluation of the Offerors’ Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant citations that demonstrate the ability to perform this requirement rests with each Offeror.
L-10.5 Responsibility Determination. Even though the assessment of Past Performance is separate and distinct from the Determination of Responsibility required by FAR Part 9.1, references contained herein may be used to support the Determination of Responsibility for the successful Offeror.
L-11.0 Volume III, Factor 3 - Small Business Participation Commitment Document
L-11.1 General. Attachment 13 - Small Business Participation Commitment Document (SBPCD) is required from all offerors, including small businesses and companies with Master, Individual, Commercial subcontracting plans and/or Comprehensive subcontracting plans. The offeror/teaming partner/joint venture member and each proposed critical subcontractor shall include only the first tier of subcontractors for this effort. Offerors are advised that the SBPCD is not the same as the Small Business Subcontracting Plan required by FAR 52.219-9. Large business offerors shall not utilize the Small Business Subcontracting Plan in the place of the SBPCD.
L-11.2 Format and Content. The offeror shall submit a SBPCD for itself and any subcontractor it will partner with in performance of the contract. The SBPCD shall address each of the following elements in the proposed performance of this resultant contract:
L-11.2.1 Minimum Quantitative Requirement (MQR) of 25%, to include total dollars planned to be subcontracted for each small business category to include small business, small-disadvantaged business (including ANC and Indian tribes), women owned small business, veteran owned small business, service-disabled veteran owned small business, and HUBZone small business. Additionally, any small business categories that are zero will require a justification or supporting rationale.
L-11.2.2 Offeror’s level of commitment to small business utilization in performance of this requirement as evidenced by signed teaming agreements. Signed teaming agreements may be submitted in a format determined by the contractor. As a minimum, the teaming agreement will address the name of subcontractors to be utilized, Unique Entity Identifier (UEI), type of small business, type of service(s) to provide and percentage of contracted support the small business will provide. The SBPCD will be incorporated into the resulting contract.
L-11.2.3 Small Business Subcontracting Plan (Large Businesses Only). Submit a Plan in accordance with FAR 52.219-9. The offeror’s subcontracting plan shall be consistent with the commitments made in the SBPCD.
L-12.0 Volume IV, Factor 4 – Price/Cost (& Contract Documents).
L-12.1 General. The Offeror’s proposal shall consist of the following:
L-12.2 Cost Narrative.
L-12.3 Basis of Estimate. The Offeror shall provide a narrative that clearly explains the philosophy, methodology, and basis of estimate used in developing Contract Line-Item Number (CLIN) prices shown in Task Order 1. Correlate the data with the Attachment 11 - Pricing Workbook and provide data other than certified cost or pricing data to support the proposed price. In addition, provide data other than certified cost or pricing data to support proposed labor rates applicable to positions operating at OCONUS locations and for positions not associated with a CBA. This data may encompass resources such as salary survey reports, market research on labor rates, historical pricing paid for similar labor positions, and other pertinent information.
L-12.4 Attachment 11 - Pricing Workbook. Task Order 1 includes a three (3) month phase-in period, a nine (9) month base period, four (4) each 12-month option periods, and a maximum six (6) month extension of services period in accordance with FAR 52.217-8 – Extension of Services. Paragraph L-6.3.3 and the Pricing Workbook provide the following four (4) Labor skill levels and their definitions: Junior, Journeyman, Senior, and Subject Matter Expert. The offeror must select one of the four listed skill levels for all proposed labor positions.
L-12.4.1 Cover Sheet (Tab 0) must be filled out in its entirety by providing all information requested and entering it within the yellow-highlighted cells. Summary (Tab 1) offeror must identify its name in the yellow highlighted field. All other cells shall not be altered within Tab 1 – Summary.
L-12.4.2 CLIN Pricing (Tabs 2 through 8) includes Unit Prices listed at the CLIN level for the pricing of Task Order 1 three (3) month phase-in period, nine (9) month base period, four (4) 12-month option periods, and the maximum six (6) month extension of services option period. Offeror shall fill in all yellow-highlighted cells. All prices shall be proposed in United States dollars and rounded to the whole dollar. For example, $32,450.34 would round to depict $32,450.00.
L-12.4.3 Cost Data (Tabs 9 through 14).
