About this file

This document appears to be an attachment, titled "Attachment 09 - Labor Categorization Tool", that is part of a larger federal contract opportunity. The attachment provides instructions and a template for offerors to list proposed position titles, skill levels, qualifications, security clearance levels, and number of personnel for various locations and program management office roles. The template also includes sections to capture the hours associated with specific PWS requirements. The related federal contract opportunity is a pre-solicitation for the Solid State Phased Array Radar System (SSPARS) Reacquisition for FY26, which is currently forecast to be awarded in 2026. The North American Industry Classification System (NAICS) code is 517810 - All Other Telecommunications. The government plans to hold an Industry Day in early 2024 to facilitate market research for this requirement.

1 - Instructions

Attachment 09 - Labor Categorization Tool Instructions
1Eight (8) tabs are provided: one outlining the instructions to guide the offeror in completing this tool; six (6) capturing the geographic locations for the offeror to list and associate its proposed position titles against the PWS' requirements (Offerors must ensure the stated position titles listed match those in its 'Cost Data Sheets' of the Pricing Workbook); and the eight tab provides the offeror's Program Management Office (PMO) for the offeror to list and associate its proposed position titles against the PWS' requirements which its PMO will perform.
2Row 3 - Proposed Position Title - Offerors shall list all proposed position titles for each site and the contractors program management office (PMO) on line 3 of each tab. Note: The Government pre-populated the Key Personnel IAW of the PWS para 2.3.1. Offerors can add additional key personnel.
3Row 4 - Skill Level - Offerors shall select from the drop down for Skill Level (Junior, Journeyman, Senior, Subject Matter Expert)
4Row 5 - Qualifications/Experience/Certifications - Offerors shall identify the qualification, experience, and certification for all Key Personnel; this is not required for other position titles added
5Row 6 - Security Clearance Level - Offerors shall select from the drop down for Security Clearance Level (T-1: NACI (Background Only), T-3: Secret), T-5: Top Secret/SCI, None)
6Row 7 - Number of Personnel - Offeror needs to enter the number of Personnel for each respective position title it proposes for each tab in this tool.
7Row 9 - Total Hours - Provides a role-up of all hours for Base-Period (9 - month) and Each Option Period (12 - Month) as populated from TO 1 PWS Paragraphs Section.
Row 10 - Cross-Utilization - Offeror shall select from the drop down for whether the position will be cross-utilized (select Yes or No)
8Row 11 - Cross-Utilization Explanation Reference - Add proposal reference that explains this cross-utilization approach
9Row 15 and Beyond - TO 1 PWS Paragraphs/Sub-paragraphs and Title: The first two columns, A and B, beginning with row 15, provide the PWS paragraph or sub-paragraph followed by its title respectively. Starting with column C and D, identify the number of hours in the base-period and each option period for each TO 1 PWS paragraph for each position (the structure of this tool assumes number of hours in each option period will remain constant year to year; if this is not the case, offerors shall identify the differences specifically by position title and number of hours in the narrative of Subfactor 1, Aspect 1). Each section has a total hours line that will automatically calculate the hours for paragraphs and subparagraphs and then will populate row 9. Note: The offeror need not enter labor hours for PWS paragraphs greyed out, since there are no requirements associated with the PWS paragraph/subparagraph.
10Columns after the Key Personnel identified by the Government are for the offeror to use to populate its proposed position titles. Each position title shall be identified for each respective site and the Program Management Office tab. Any position titles that the offeror is identifying as additional key personnel, highlight the position title cell in yellow.
11Program Management Office (PMO) Tab - This tab provides the offer the ability to provide the Government with all of the position titles which will support the contract but may not be physically located at any one of the Government's six (6) locations. The position titles may provide functional support for one or all sites. i.e., the PMO office may include the offeror's overall Program Manager, Contracts Director, etc.. It is up to the offeror to determine the position titles needed to fulfill the requirements of the PWS.
