| Cage Code | |||
| Point of Contact Name, Email and Phone Number | |||
| In reference to the DRAFT Performance Work Statement (PWS), please answer the questions below. In addition, comments on the DRAFT PWS are being accepted on the second worksheet in this workbook. | |||
| Question | Response | ||
| 1. Do you intend to compete as a Prime Contractor for inclusion consideration in the SSPARS requirement? | |||
| 2. Do you have experience supporting and adhering to international agreements and compliance with international labor standards? Please explain. | |||
| 3. Do you have experience supporting multiple international locations? Please explain. | |||
| 4. Do you have experience transitioning employees from SECRET clearances to TOP SECRET clearances? What is your ability to manage TOP SECRET requirements? | |||
| 5. What actions and incentives have you implemented to incentivize the retention of employees at remote and isolated locations? What outcomes did your company and your supported customer(s) realize from your approach? | |||
| 6. What actions have you been required to implement as the result of a labor union strike and its impact on mission requirements? | |||
| 7. Is a 'C-Type' or Indefinite Delivery/Indefinite Quantity (ID/IQ) contract better suited for this requirement? Please explain. | |||
| 8. What risk areas do you foresee were a 'C-Type' contract utilized? | |||
| 9. What risk areas do you foresee were an 'ID/IQ' contract utilized? | |||
| 10. What organizational conflicts of interest do you foresee if your company were selected for this requirement? Please explain. | |||
| 11. Which evaluation factors and source selection approach do you recommend the Government consider for inclusion? Please explain. | |||
| 12. What would you consider to be key critical performance measurements and minimum standards to be met as part of the SSPARS requirement? | |||
| 13. Are the Service Summary performance thresholds included in the draft SSPARS PWS achievable? Do you recommend any changes to the performance objectives or thresholds that will be used to conduct Government evaluation of contractor performance and contractor quality control? | |||
| 14. How much proposal preparation time do you anticipate needing to assemble a proposal for this requirement? | |||
| 15. What would you consider to be key critical performance measurements and minimum standards to be met for a vendor to be considered? | |||
| 16. Please identify any industry standards that exist for performance metrics for this type effort. What performance objectives could be beneficial to incentivize for both the contractor and Government to retain personnel or improve performance? | |||
| 17. The follow-on SSPARS contract plans to include Dining Facility Operations whereby the contractor will purchase the food, operate and manage the facility and collect and retain revenues from the sale of meals. A ‘Restaurant Style’ approach will be the Government’s required dining approach to be offered to all patrons at the published DoD meal rates. Historically, the Government has realized significant variances between the cost of food and the revenues collected whereby the Government realized a net overrun in costs. What mechanisms do you recommend incorporating into the contract to control the variance? If cost overruns are realized how should these be addressed and incorporated into the contract? Reference Attachment 4 – Historical Clear Dining Facility Variance. | |||
| 18. Would you recommend inclusion of incentives for this requirement? Why or why not? If incentives were included, what types of incentives would you recommend and against which parts of the PWS would you recommend aligning them to? | |||
| 19. Extensive work schedules (i.e, workdays longer than 8 hours per day, 5 days per week) may pose a risk to the mission with potential personnel burnout, safety, and mission decrements within technical and process approaches. What means, metrics, incentives, performance thresholds and evaluation criteria should the Government consider including to ensure a Contractor maintains its proposed staffing performance, minimize mission risks, and incentivize the Contractor to tenure? How would you recommend applying these to the various GSUs? Would your recommendations apply equally to all GSUs or be customized for each GSU and why? | |||
| 20. The Missile Defense Radar Operators (MDROs) are essential labor categories supporting the mission. Training and certifying an MDRO requires the Contractor to invest its own extensive time and resources. Once trained, MDROs have a competitive advantage in the marketplace with other firms and companies seeking to recruit them into their workforce. What strategies and incentives would you consider employing to retain MDROs within your workforce to mitigate staffing gaps and risk to the mission? Would incorporating these recommended strategies and incentives into the contract drive contractor performance – Please explain. | |||
| 21. The Government intends to use ProPricer Government Edition (GE) (Executive Business Services, Inc.) commercial-off-the-shelf (COTS) software to perform proposal cost/price evaluations and cost analyses of this follow-on requirement. Reference Attachment 5 - SAIO ProPricer Instructions to Contractors (DRAFT). Please provide your insight on this approach. | |||
| SMALL BUSINESS | |||
| 11. If you intend to compete as a prime contractor and/or you want to provide context for the Government's market research inclusion, please provide the anticipated subcontractor information for large and small business subcontractors including: a description of supplies/services/functional areas to be performed, identification of business size (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, ) the applicable NAICS code associated with the work, the anticipated subcontract value, and the anticipated percent of the total contract value to be subcontracted to each business size/type based on the DRAFT PWS provided. As needed, add additional ROWS to provide your response. | |||
| Description of Supplies/Services/Functional Area | Business Size/type (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone) | NAICS* | |
| (*see Note below table) | % of total contract value |
| *NOTE: You should assign the NAICS code to each potential subcontract based on the nature of work being subcontracted. Be advised, that the contracting officer established NAICS 517810 (All Other Telecommunications - $40M) for the basic contract. You are not bound to use this NAICS when reporting your small business subcontracting possibilities if the work you are subcontracting is not similar in nature to this NAICS. For example, if small business subcontracting opportunities exist for Environmental Consulting Services (NAICS 541620), use this NAICS code to report the small business subcontracting opportunities, and not NAICS 517810. In all cases, to qualify as a small business, subcontractors must meet the size standard (see 13 CFR 121) for the NAICS code of the subcontract. |
| 13. Please provide any additional information below related to small business subcontracting opportunities. Information submitted by the respondents to this RFI is strictly voluntary. The Government will use this information as part of its on-going market research. |
