Nr. QUESTIONS COLLECTED GOVT POST CONFERENCE RESPONSE

REFERENCE PWS 1.5.8 - Contractor Support of Government Directed Exercises.

Support Installation/Site and higher headquarters evaluation and inspection teams as requested by the Installation/Site Commander/USSFLO. Participate in exercises and debriefings and provide after action information. Exercises with contractor participation may occur on a no-notice basis to meet exercise objectives.

Deliverable: D002, Workload Data; provide number and duration of exercises supported

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, CMSFS, RAF Fylingdales, and Pituffik SB QUESTION: How often are units exercised? What is the typical duration of an exercise and do the hours mimic regular duty hours for the shift crews?

Workload Data for Beale AFB, Cape Cod SFS, Clear SFS, RAF Fylingdales and Pituffik SB will be provided in the Bidder's Library under the document titled 'D002 - Workload Data'. This document breaks down the exercises and hours supported for preparation, shelter-in-place, and post exercise meetings.

Workload Data is not available for Cheyenne Mountain SFS nor will it be available upon the solicitation's final publication.

REFERENCE: PWS 1.6.1 - Firm Fixed Price (FFP) Contract Line-Item Numbers (CLINs).

Provide on a FFP basis non-personal services for all labor, management, transportation, equipment, materials, supplies and parts (not available through the Integrated Logistics System-Supply (ILS-S) for mission equipment maintenance) and services necessary in performance of PWS requirements that are foreseeable, predictable, and can be forecasted.

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, CMSFS, RAF Fylingdales, and Pituffik SB.

Questions 2a through 2d that follow pertain to this referenced PWS.

2a. Would you consider CPIF for these items instead of FFP? The Government continues to consider the best means for pricing the CLINs within the prospective contract.

2b.

A FFP contract requirement for labor is challenging for anyone, especially a non-incumbent. This would especially be true on a 10-year FFP contract. How much historical labor data will be provided to bidders?

The Government will provide workload data to be contained in the Bidder's Library under the document titled 'D002 - Workload Data'. It is up to the contractor to determine the labor categories and work effort necessary to meet the Government's requirements.

2c.

What CLIN structure is the Govt contemplating for this contract based on work scope/contract type? Why is the Govt considering a FFP contract type when there are performance uncertainties due to indefinite requirements?

The Government continues to consider the best means for pricing the CLINs within the prospective contract.

ROUND 1

Concluded 06 March 2024

2d.

Can you share ancillary data on how the labor wage increase driven by COVID and inflation experienced in the last few years impacted employee retention/contract performance?

The Government has not realized a degradation of contract performance as a result of COVID and inflation. The SSPARS' Government Administration Team does not collect ancillary data nor currently require such from the contractor in order to conduct isolated analysis between anomaly events, such as COVID, and their impact on wages or other variables.

REFERENCE PWS 1.8.5.7.1 - Vehicles and Heavy Equipment.

The contractor is responsible for providing all vehicles and heavy equipment necessary in performance of contract requirements.

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, RAF Fylingdales, and Pituffik SB QUESTION: In regards to "The contractor is responsible for providing all vehicles and heavy equipment necessary in performance of contract requirements", what applicable vehicles and heavy equipment are the incumbent currently providing?

The Government doesn't require the contractor to report the equipment or vehicles it purchases on its own behalf in support of the performance of the contract nor can the Government mandate the contractor provide this information.

4. REFERENCE PWS - 1.8.5.8 GFP, GFE, Government-Furnished Material (GFM), and Contractor Acquired Property (CAP).

Includes all property owned or leased by the Government. Government property includes both Government-furnished and CAP for which the Government purchases/pays. Government property includes material, equipment, special tooling, special test equipment, and real property.

Government property does not include intellectual property and software.

Supplies for, repair, and replacement of these items will be at the contractor’s expense and will not be reimbursed by the Government. The Contractor may utilize this Government property until economically unrepairable as determined by on-site COR. If the property is replaced and paid for with the contractor’s own funds, it becomes contractor property and shall be marked accordingly to distinguish it from Government property. The Contractor shall conduct an annual inventory of all GFP, GFE, GFM, and CAP. Additionally, the Contractor shall submit an itemized list of all newly acquired CAP during an option period which the Government has agreed to add to its GFP, GFE, GFM list. The itemized list must include the item’s description, quantity, date purchased, purchase price, associated warranty if applicable, serial and model numbers if applicable, and Geographic Separated Unit to which the CAP is located.

Deliverable: D012, GFP, GFE, GFM, and CAP Annual Inventory

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, RAF Fylingdales, and Pituffik SB

NOTE: This PWS paragraph has been updated as referenced below. PWS

1.8.5.8 - GFP, GFE, Government-Furnished Material (GFM), and Contractor Acquired Property (CAP).

The Contractor shall use the GFP module of the Procurement Integrated Enterprise Environment (PIEE) to report receipt of GFP; report transfer of GFP to another DoD contract; report the shipment to the Government or to a contractor (the GFP module generates the electronic equivalent of the DD Form 1149, DD Form 1348-1, or other required shipping documents); report when serially-managed items of the GFP are incorporated into a higher-level component, assembly, or end item; and report the loss of Government property in accordance with FAR 52.245-1, paragraph (f)(1)(vii) of this contract.

4a.

Regarding "Supplies for repair and replacement of these items will be at the contractor's expense and will not be reimbursed by the Government", will historical data on how often and to what cost items were repaired and replaced be provided?

The Government does not require an itemized list of supplies or other items the contractor purchased to maintain its own equipment. Therefore, it cannot provide this contractor-specific data.

4b.

Regarding "Supplies for repair and replacement of these items will be at the contractor's expense and will not be reimbursed by the Government", what items will not be available to a future prime contractor that were once provided to the incumbent? In other words, what has the incumbent replaced, which now makes it their property? Will the Govt allow us to purchase a piece of equip necessary for the contract using Govt funds as an incoming bidder to get started? If not, we need to understand equip the incumbent contractor has to bid correctly, do a trade study and determine appropriate courses of action.

A list of all GFP, GFE and Contractor Acquired Property (CAP) will be included in the Bidder's Library upon the final RFP solicitation's publication. It is a vendor's responsibility to review the information and determine the GFP's, GFE's and CAP's adequacy provides the vendor the means to meet the Government's PWS requirements. The vendor may determine additional needs could be necessary. If so, the vendor may consider including such in its proposal. The Government does not intend to fund equipment up front as a means for a prospective vendor to commence performance if the prospective vendor were to be awarded a contract. The Government does not require an itemized list of supplies or other items the contractor has purchased for use in support of its own equipment nor that which is considered CAP property. CAP designated property will be added to the Government's property book upon the incumbent contract's end and negotiated accordingly.

REFERENCE PWS 13 - Vehicle Management (VM).

Maintain all Government vehicles and equipment in a safe and serviceable condition. The contractor is responsible for providing all vehicles and heavy equipment necessary in performance of contract requirements. The vehicle maintenance facility may be used for maintenance of contractor vehicles and heavy equipment used in performance of SSPARS PWS at contractor’s expense for supplies, parts, and materials.

Site Applicability: Clear SFS QUESTION: At Clear, "the contractor is responsible for providing all vehicles and heavy equipment necessary in performance of contract requirements", Will an inventory list of what this includes be provided to prime bidders?

A Government Vehicle Authorization List (VAL) will be provided in the Bidder's Library upon the final RFP solicitation's publication. The vehicles on the VAL are Government-used vehichles which the contractor must maintain but are not authorized to use.

Will bidders be provided a breakout of how many incumbent contractors (and their LCATS) support the mission at each of the five GSUs? Looking for specific work instructions, not just TOs.

The Government will provide workload data in the Bidder's Library under the document titled 'D002 - Workload Data' upon publication of the final RFP solicitation. It is up to the contractor to determine the labor categories and work effort necessary to meet the Government's requirements.

Based on the PWS (1.3 is on example), there appears there will need to be an IDIQ portion to this contract. Will bidders be required to only price the core elements from the RFP for their proposal submission, or will there be a representative task order bidders will also be asked to price?

The Government has not finalized the type of contract to be awarded. The resultant RFP will address the specific pricing to be included in a proposal as well as the elements to be priced.

At how many of the GSUs are union labor employees currently utilized? And are foreign laws similar to ours in that they require us to adapt the current labor negotiated contract?

Clear SFS, Alaska, Cape Cod SFS, Massachusetts and Beale AFB, California utilize union employees and are administratively aligned to a Collective Bargaining Agreement (CBA). There is no CBA governing the Pituffik, RAF Fylingdales, and Cheyenne Mountain GSUs at this time.

Is there a GSA available at all GSU locations to allow us to purchase items through GSA?

GSA can be utilized by the contractor via a Memorandum for Record issued from the Contracting Officer. A physical GSA office is not co-located with the GSUs.

How many FTEs overall on this contract? The Government will provide workload data in the Bidder's Library under the document titled 'D002 - Workload Data' upon publication of the final RFP solicitation. It is up to the contractor to determine the labor categories and work effort necessary to meet the Government's requirements.

Is equipment that is shipped to other country locations shipped by the government such that import/export is managed by government import/export rules?

If equipment / material is purchased by the contractor utilizing its own funds, then the contractor cannot utilize Government transport. If equipment / material is purchased by the contractor utilizing Government Funds (Contractor Acquired Property) then the contractor coordinates directly through the local Government Logistics Readiness Squadron (LRS). Shipment of CAP, GFP and GFE can be coordinated through the Government LRS which in turn aligns to the specific Status of Forces Agreement (SOFA) and bypasses export/import regulations.

12 Is there any foreign military equipment associated with this contract? The Government is not aware of any foreign military owned equipment associated with the Government's requirements.

Are appropriate personnel clearances required at proposal submission, contract start, or within a certain number of days of phase-in?

IAW PWS 16.1.2 Security Clearances.

Ensure all LRDR MDROs and support personnel obtain required TS//SCI/SI/TK/G/HCS-P/ security clearances NLT 30 Days prior to each scheduled training event or test(s). The Government recommends the contractor designated vendor personnel demonstrate having their security clearance upon the contract's performance start date.

What Small Buisness Utilization percentage is being contemplated for this contract? Will Small Business socioeconomic goals be specified in the solicitation?

A Small Business Utilization percentage and any projected socioeconomic goals have not yet been established but will be designated and stratified upon solicitation.

For all GFP, will the contractor not be held liable for loss of Government property furnished or acquired under this contract IAW FAR 52.245-1?

All GFP, GFE and CAP provided under the contract will follow FAR 52.245-1

- Government Property procedures. Contractor Liability for Government Property will follow the procedures provided under FAR 52.245-1(h)

Would the Government please clarify its stated five (5) year recency requirement for Past Performance consideration?

The Government has removed reference to 'contract transition' for past performance consideration but the recency requirement remains at five (5) years.

Could the Standard Space Trainer (SST) be virtually constructed, or is it stand-alone?

The Standard Space Trainer (SST) is not virtual. It is a stand-alone item, containing three (3) training suites with each suite comprising a thinnet client connecting to a single server on site.

18 Which mission takes priority - Space Domain Awareness or Missile Warning? There is no priority of these PWS requirements; both are equally important.

How does a 24/7 maintenance schedule work? Given the system's 24/7 operational requirement and all of the hardware which requires maintenance, when a component or part must be powered down, is there a policy/priorities on what to take down?

Per PWS 3.8.7 - Scheduled and Unscheduled Maintenance and PWS 3.8.1 - Status Changes, contractor needs to schedule maintenance down time in concert with the Mission Partner.

20 What overtime guidelines are in place? Maximum for workplace? Overtime will be addressed IAW FAR 52.222-2 - Payment for Overtime Premiums.

What portion of the contract is non-fee bearing? Would you please provide a ballpark range?

At this point, the Government has not solidified the contract type nor the CLIN structure. At the point these are confirmed, the Government will incorporate this in the final RFP solicitatation.

Please elaborate what/how the Manticore system functions? Need more information

Manticore is ran remotely by the 64th Cyber Security Squadron out of Buckley Space Force Base (SFB) in support of the UEWR requirement. If Buckley SFB identifies an issue, it in turn contacts the contractor to respond. At the point the contractor is contacted, the response time to resolve begins.

Training Records be made available? If RGNext wins the contract, advise the Gov't to require the contractor to provide the training records of its employees who will remain on the new contract.

As part of the contract's phase-out period and in accordance with the current contract's PWS, the incumbent contractor is required to "jointly conduct an inventory of all records created and maintained in contract performance to be transfered from the previous contract". This does not include any Personal Health Information nor Personal Identification Information.

Would the Government elaborate the requirements the contractor must coordinate and address surrounding the International Traffic in Arms Regulations (ITAR)?

The Government is currently working the requirements for ITAR. If any information or actions are needed by the contractor, the Government will coordinate this at time of award.

25 What Defense Information System Agency (DISA) requirements apply to the SSPARS requirement?

DISA Requirements are identified throughout the PWS. The Government recommends vendors familiarize themselves with these accordingly.

Are MDROS contractors or active-duty? MDROs associated to the LRDR system are all contractors. All other systems requiring radar operators are performed by military personnel with contractors providing radar support.

What scheduling system is in-use and how does it tie into the Flyingdales system?

Per PWS 3.8.7 - Scheduled and Unscheduled Maintenance and PWS 3.8.1 - Status Changes, contractor needs to schedule maintenance down time in concert with the Mission Partner.

28 Are on-orbit assets being used for ground-system performance and calibrations? Reference PWS 2.1.4.2 - Mission System Calibration and Reporting and deliverable D016 - Mission System Calibration Report

If you could change one thing about the current SSPARS construct, what would it be and why?

There is nothing the Government has identified in need of changing for the upcoming reacquisition. Changes to the Government's needs are addressed throughout the life of the contract.

30 What are the Government's top overall operational concerns and what are the top site-specific concerns?

The reacquisition team cannot speak to the Government's overall operational concerns.

REFERENCE: PWS 1.6.1 Firm Fixed Price (FFP) Contract Line-Item Numbers (CLINs).

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, CMSFS, RAF Fylingdales, and Pituffik SB QUESTION: FFP CLINs are designed for use when requirements are clearly foreseeable, predictable, and can be forecasted. How can transportation, material, supplies, and parts be foreseeable, predictable, and forecasted given the dynamics of site operations and thus be subject to a FFP CLIN?

Additionally, while labor is predicatable and can be forecasted if there is no variation in schedules, how can labor be forecasted for contingency operations, exercises , and other unforeseen events?

The Government has not solidified the contract type nor the CLIN structure. At the point these are confirmed, the Government will incorporate this in the final RFP solicitatation.

Cost Reimbursable (CR) CLIN.

The Government will reimburse the contractor for Government-approved equipment, materials, supplies, and parts which are not foreseeable and cannot be forecasted. Environmental permits/fees, water programs to include water sampling and testing, hazardous waste, landfill testing and analysis, and air source test costs are allowable under the CR CLIN. The Government will reimburse the contractor for Government-approved temporary duty (TDY) and non-local travel. The Government will reimburse the contractor for labor hours resulting from approved minor labor surges. General and Administrative (G&A) is allowable on CR CLIN purchases if applicable; however, neither profit nor fee will be allowed. Submit all proposed CR CLIN items through the on-site CORs, Government PM, and CO for approval.

Deliverable: D003, Contractor Local Purchases (on CR CLIN)

Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, CMSFS, RAF Fylingdales, and Pituffik SB QUESTION: If neither profit nor fee are allowed on the CR CLIN, what is the incentive for a contractor to pursue this work?

The Government is not able to answer this question currently because a contract type and CLIN structure has not been determined.

Would the government publicize the list of interested small businesses? The Government commenced with its Market Research as early as November 2022 and since then published three (3) Requests for Information (RFI), one

(1) RFI/Sources Sought, and conducted its recent Industry Day Event in February 2024. Across all events, the following vendors of various business size standards, expressed their interest in the SSPARS requirement in one manner or more: Serco, SEV 1 Tech, RGNext, InDyne, Alluvionic, Northrupp Grumman, Infinity, KBR, BAE Systems, V2X, CACI, Chugach Government Services, GunderFish, ASRC Federal, Ginball, and Aereti.

Pertaining to Past Performance (PP), few if any other programs have such varying scope. Due to the uniqueness of SSPARS, finding PP can be quite difficult covering down in all areas. Would the Government consider more than three (3) PP references, possibly 4 or 5. Would the Government consider releveant corporate experience as appropriate?

The Government has increased the number of Past Performance References that vendors may provide in response to the Government's anticipated SSPARS reacquisition solicitation from three (3) to four (4). A vendor can determine which Past Performance it desires to submit (Government or Corporate). The Government will review to determine recency, relevancy and quality.

Would it be helpful to provide the Government a list of the items that we believe is beneficial to included in the Bidder's Library?

Yes, but the Government cannot guarantee it can provide all items requested.

Any vendor interested in providing the Government a recommended list of items for the Government to consider adding to the pending solicitation's Bidders Library may email its list to the Contracting Officer at:

SPOC.SAIO.SSPARS@SPACEFORCE.MIL

How will the future stand up of the IMD construct affect the scope of this program given IMD will be responsible for both O&M and sustainment? Will sustainment requirements be added to the SSPARS reacquisition scope? Will the contractor be required to support sustainment efforts associated with the upgrade/MOD of SSPARS?

The Government anticipates and projects additional flexibility needing to be built into its contracts. This may include the incorporation of sustainment support and if so, such may be incorporated into the final RFP solicitation.

Would the Government please clarify what a 'strength' compared to what 'excess' is in terms of evaluation criteria the Government will use to evaluate a proposal? Does the Government anticipate a contractor to propose capabilities that exceed the stated performance requirements. If so, does the Government anticipate paying / awarding a contract for the capability that exceeds the required performance requirement?

The evaluation criteria have been updated to incorporate the information provided in the DoD Source Selection Procedures published August 2022.

Please reference the SSP and the updated Industry Day slide deck which address the evaluation criteria definitions for 'significant strength', 'strength', 'deficiency', significant weakness', 'weakness', and 'uncertainty'. Per the SSP, "Excesses are elements of the proposal that have exceeded mandatory minimums (in ways that are not integral to the design) whose removal and corresponding price decrease may make an offeror's proposal more competitive. See FAR 115.306(d)(4)".

Per CAsPR reporting, the government is measuring Acc, shift coverage, and status of initial staffing plan. Given the FFP CLIN structure, what is the government trying to address by measuring the contractor's adherence to the initial staffing plan? By requiring the contractor to adhere to an initial staffing plan, the govt is diminishing the ability of the contractor to realize potential operational efficiencies over time.

The Government utilizes CAsPR to determine overall performance against the PWS' Performance Objectives as well as the Government's risk exposure in meeting the mission requirements of its supported mission partner across all GSUs. Adequate staffing coverage is a measure of exposed risk. If the contractor demonstrates less staffing equates to equivalent or less risk to the Government to meet its mission requirements, then a conversation would be the next step to reconsider the contractor's updated proposed staffing plan as well as a potential adjustment in cost/price.

Based on our experience with other O&M programs and what appears to be staffing concerns addressed during the Industry Day briefing, we have seen significant benefits from a Cost Plus vs. FFP CLIN structure, allowing flexibility for changing mission requirements, unforeseen changes, etc. Has the government considered a cost-plus structure instead of FFP structure for SSPARS? Has the government considered adding a quick response cost-plus CLIN for efforts/needs outside of the standard O&M efforts?

At this point, the Government has not solidified the contract type nor the CLIN structure. At the point these are confirmed, the Government will incorporate this in the final RFP solicitatation.

A FFP CLIN struture limits the govt from incentivizing or penalizing the contractor based on their performance of exceeding/meeting/missing performance objectives and assessments items. As currently structured performance objectives are only measured/evaluated in the CAspR/CPAR process. Establishing a cost-plus CLIN structure, with either an incentive or award fee construct, allows the govt to incentivize the contractor.

At this point, the Government has not solidified the contract type nor the CLIN structure. At the point these are confirmed, the Government will incorporate this in the final RFP solicitatation.

Given the FFP structure of this program, will the govt be providing detailed workload indicators to enable contractors to accurately bid the staffing requirements? How many medical calls are received; plumbing/electrical etc., issues are logged - Workload Data?

The Government will provide the workload data, that is available, in the Bidder's Library. Reference the document titled 'D002 - Workload Data'.

Will the govt be providing their expected staffing plans/levels for each location?

The Government will provide the Labor Categories (LCAT) within the Bidder's Library. However, staffing numbers and its associated hours of work effort will not be provided.

43 Are there any other govt program risks beyond what was presented at Industry Day?

The Government identified a contractor's ability to maintain adequate staffing at each respective GSU as a program risk.

44 Will the govt be establishing a contractors bidding library? Can Govt provide copy of the CBAs?

A bidder's library will be part of the SSPARS solicitation and the CBAs will be included.

Will the govt entertain additonal office visits prior to the release of the final RFP so that contractors can discuss/present our capabilities and discuss alternative approaches?

The Government is considering additional meetings for interested vendors. The Government anticipates scheduling these after the on-site visit at Clear Space Force Station, AK and will host these at Peterson Space Force Base.

Dining Facility Variance is a bit confusing. It reads as though food is cost reimbursable

The current contract's Dining Facility's food is provided by Air Force Services.

The incumbent contractor collects patrons' funds and those funds are returned to Air Force Services. The Government is reviewing a potential funding and operations model for the SSPARS reacquisition and will include any changes within the PWS.

47 On current contract, is food cost-reimbursable? Food is not a cost-reimbursable CLIN on the current contract. The current contract's Dining Facility's food is provided by Air Force Services.

Is it the location that is driving the variance? Does the DoD meal rate fluctuate?

There are several variables affecting the variance of food costs to the funds collected. Location is one variable that we can definitively state impacts variance. Another variable is the established DoD meal rate. The Government is reviewing a potential funding and operations model for the SSPARS reacquisition and will include any changes within the PWS.

Small Business. We believe majority of the PWS can go to SB. The sooner the Govt can put a number out will help us (all contractors) immensely in how it needs to proceed with its proposal. In a blended environment/sense (badgeless, in the sense that it's one team, regardless of subs)

As soon as the Government identifies its Small Business approach and stratification, it will work to communicate this ahead of the solicitation's release. However, if this is not possible, the information will be incorporated in the final RFP solicitation.

Can government accept any past performance that is classified? The Government will not accept Past Performance data that is classified at the

Secret level and above. Only Past Performance information that is unclassified will be accepted.

51 Why is there a long lead time between proposal submission and contract award? The extent of the SSPARS reacquisition requires several approval levels before definitive award can be made.

52 Is there a similar environment for Labor that applies to adhereing to UK labor law?

Will the government please allow for Affiliated Past Performance to be utilized by prime bidders?

Affiliated Past Performance is permitted. According to the GAO, the Government will only consider an affiliate's past performance if the affiliate will play a role in the contract--such as acting as a subcontractor. It is the Contractor's responsibility to ensure the affiliated past performance that is submitted reflects the sub-contractor / partner. The prime submitting its proposal, in tandem with the past performance of its affiliate, is required to submit written committment from its affiliate that it will be a subcontractor in performance of the SSPARS contract were the contract to be awarded to the prime. All committment letters must be submitted with the prime's proposal.

On slide 27 of the industry day briefing "Scope Changes", the government identified 7 changes that were made to SSPARS. Can the government identify which changes have already been executed on the current program and which changes are coming to the SSPARS reacquisition after contract award?

All changes from the current contract to date have been incorporated into the DRAFT PWS. Any additional changes that occur will be incorporated and published with the final RFP's solicitation. If any changes occur after contract award, these changes will be negotiated separately at that time.

Under strengths vs. excees (slides 43 and 44), will the government be evaluating strengths with the Subf1 (mission Ops & Maint) section (acceptable/unacceptable) or just the Subf 1, 2, 3, and 4 (Technical/Risk Rating) sections? ASRC recommend the government be specific about where strengths are to be introductd to be affectively evaluated to increase a rating.

The evaluation criteria have been updated to incorporate the information provided in the DoD Source Selection Procedures published August 2022.

Is there any advantage to the contractor proposing an approach to exceed operational availability /performance objectives standards?

The Contractor has the liberty to propose what it deems as the best and most competitive proposal for the Government to evaluate. The Government will evaluate each proposal according to the stated factors and subfactors included in the final RFP solicitation.

How will a bidder be scored if a proposed strength is deemed excess?

When discussing risk on slides 29 and 30 of the Industry Day briefing, the government stated they are identifying risk control based on "lessons learned on the current program". Is the govt planning on sharing those lessons learned with all bidders?

The Government addresses risk on a continual basis and when necessary incorporates mitigation measures. This is a continual process internal to the Government.

Staffing at Pitufffik: How willing is the Government to take an approach to increase cost in hard to fill locations? For example: retention bonuses, mid-year travel stipend.

The Contractor has the liberty to propose what it deems as the best and most competitive proposal for the Government to evaluate. The Government will evaluate each proposal according to the stated factors and subfactors included in the final RFP solicitation.

Working with UK unions can be challenging. Request Government provide all pertinent labor related details for the RAF Flyingdales, United Kingdom work that would normally be disclosed in a CBA to ensure fair competiton.

The personnel at RAF Fylingdales working on the SSPARS contract do not work under the parameters of a Collective Bargaining Agreement.

Has the govt considered stratifying in terms of small business concerns? As soon as the Government identifies its Small Business approach and stratification, it will work to communicate this ahead of the solicitation's release. However, if this is not possible, the information will be incorporated in the final RFP solicitation.

How are work orders tracked? May a contractor use and/or propose an alternate?

Please reference PWS 3.8.6 - Maintenance Data Collection (MDC) which identifies the system (Integrated Maintenance Data System) used. Please reference PWS 7.0 - Civil Engineering (CE) which identifies the systems (Builder, Roofer, Paver, and NexGen IT/Tririga) that document and maintain Real Property (RP) and Real Property Installed Equipment (RPIE). If the contractor chooses to augment such systems with its own to meet the Government's performance requirements, it may do so at its own cost and risk.

However, the outcomes of any augmented system shall meet the requirements that the Government's systems of record provide.

Will the Government provide additional dates / opportunities for vendors to meet for with the Government one-on-one?

The Government is considering an additional one-on-one meeting for interested vendors. The Government anticipates scheduling these shortly after the on-site visit at Clear Space Force Station, AK and will host these at Peterson Space Force Base.

Will local (to the site) SBs need to be considered for OCONUS locations, or can US companies be used across all sites?

Small Business considerations are not mandated for OCONUS operations. For the remainder of the contract's requirements, as soon as the Government identifies its Small Business approach and stratification, it will work to communicate this ahead of the solicitation's release. However, if this is not possible, the information will be incorporated in the final RFP solicitation.

How do the Site Comanders play into the selection process? Site Commanders have been an integral part in defining and establishing the updated requirements for this reacquisition and leading up to the assembly of the reacquisition's source selection team.

For CAsPR, what is an exmaple of a serious magnitude incident? The Government does not have an objective definition to define a serious magnitude incident. In the event of an issue that may arise and present itself as 'serious magnitude', the Government reserves the right to address the contractor's performance, deem it other than satisfactory and assign a CPARS rating based on the severity of the event, regardless of the final score.

Will Agile methodologies for development and business management be required on this contract, or parts therof?

The Government doesn't plan to incorporate a requirement or deliverable for agile development or business management methodologies into the PWS.

68 Will there be a need for systems and/or digital engineering on contract? The Government doesn't foresee a need for systems and/or digital engineering on this reacquisition contract.

Why include tech with dining in the PWS? Dining at Clear Space Force Station (CSFS) is included with the technical aspects of this requirement because the CSFS is an all inclusive operating

GSU.

Will future upgrades and sustainment to the UEWR and LRDR systems be included in SSPARS or a different contract?

The Government anticipates and projects additional flexibility needing to be built into its contracts. This may include the incorporation of sustainment support and if so, such may be incorporated into the final RFP solicitation.

Is there concern that a Prime Contractor primarily focused on the non-technical sections of the PWS will be able to successfully execute the highly technical radar OM&S sections for the PWS?

The Contractor has the liberty to propose what it deems as the best and most competitive proposal for the Government to evaluate. The Government will evaluate each proposal according to the stated factors and subfactors included in the final RFP solicitation.

72 What is your most important mission outcome and operational gaps? The reacquisition team cannot speak to the Government's overall operational gaps.

What are your key issues with the current and future contract execution? The Government identified a contractor's ability to maintain adequate staffing at each respective Geographically Separated Unit (GSU) as a key issue.

Are there any geographical considerations for each of the sites? i.e., international holidays, local customs, and laws, political climate, etc.?

US citizens performing outside of the United States as a contractor in support of a Government contract would have to abide by the host country's labor laws.

Contractors should also be familiar and aware that the host country's customs, holidays, political climate and laws also apply and it is the contractor's responsibility to manage its employees accordingly. For the RAF Fylingdales, United Kingdom and Pittuffik, Greenland sites, there is no Collective Bargaining Agreement in scope.

Which positions can be performed remotely, and will they be staffed under the SSPARS contract?

There are no positions the Government provides for the contractor to fill with remote labor. Situational teleworking is identified in PWS 1.4 - UEWR, LRDR and SSC/RT Scope

How does GMASS come into play? The SSPARS' Government Team cannot project if or how Space Systems Command's (SSC) Ground Based Radar Maintenance and Sustainment Services (GMASS) contract will or will not factor into the SSPARS requirement now or into the future.

PWS Reference: 11.2 POL Product Inventory--PWS requires offerors to call in or submit a trouble ticket to the DLA Energy Enterprise Help Desk as soon as possible (but no later than 1 business day) after the malfunction or out of tolerance reading was observed...) Will the DLA help desk have a response threshold? Is Clear's Fuel program converting to a capitalized account?

The Government is not aware of a threshold that DLA utilizes for its helpdesk support response operations. The Government is not aware of a capitalized account method. It is the contractor's responsibility to address the issue and submit a trouble ticket to DLA no later than 1 business day upon issue identification. DLA's contact information is: energy.helpdesk@dla.mil or 1- 800-446-4950

PWS Reference: 15.1.1.4--Food preparation and sanitation requires offerors to "Purchase all food from a DoD MPH approved source using contract provided funds. Would the government consider allowing offerors to purchase items from non-govt approved sources?

The Government is reviewing a potential funding and operations model for the SSPARS reacquisition and will include any changes within the PWS to be published with the RFP.

PWS Reference 15.1.1--Dining Services states "Conduct quarterly menu planning boards with Clear SFS, including on-site CORs". If the planning board issues direction that increases or decreases the price of meals, will the thresholds be adjusted accordingly?

The Government is reviewing a potential funding and operations model for the SSPARS reacquisition and will include any changes within the PWS to be published with the RFP.

Same reference as above (15.1.1), Will the patrons be allowed to eat in the dining facility or is the expectation that all meals will be on a to-go basis?

The Government intends that the Grab-N-Go option will be solely implemented as 'Grab-N-Go'; no dining room option is planned or intended.

Cleas SFS has a way to close off the two entrances from the line to the dining room for that meal period with pull belt stations/plastic chain and sign.

Why are food lines at the Clear Space Force Station's Dining Facility open 15 minutes after closure?

This is an industry standard for individuals that may not get out of their work centers in time for the meal period. Clear SFS specific is our limited food availability outside of the main DFAC. Due to factors out of their control (weather/transportation delays) patrons would be afforded an extra 15 minutes to get their work done, catch the bus from outlying buildings, and make their way to the DFAC before doors are closed until the next meal.

Reference PWS 15.1.1.4 - Food Preparation and Sanitation. Please clarify what the Government means / intends in performance of certain actions away from patrons' view; i.e., Not emptying pans in front of patrons?

When a food line pan/item is changed out for fresh product or re-heated in BOH (Back Of House) the item is swapped out with an item on the line.

Pouring/dumping that new product on top of an old (already on the line) product is not appetizing and detracts from the food stuffs appearance, it also is a detractor to the customer. Line pans should be hot swapped (freshly worked items are swapped with existing line pan on serving line, the older product is brought to BOH and re-worked/re-heated out of sight of customers).

83 Since Clear SFS is a semi-remote site, is there lodging for contractors? Please reference PWS 18.6 - Contractor Dormitory Rooms at Clear Space Force Station

84 Do Contractors receive medical care at Clear SFS with a charge? Please reference PWS 14.0 - Medical Services. The Government does not provide no-cost medical services for contractors.

How is a contractor's performance measured regarding uptime? A contractor's performance against the mission systems' and communication systems' thresholds are measured against Contractor Controlled Availability (Acc). Reference the PWS' definition for 'Acc'.

86 How is maintenance documented within the SSPARS contract? Please reference PWS 3.8.6 - Maintenance Data Collection (MDC) which identifies the system (Integrated Maintenance Data System) used.

Which system platforms are used to manage maintenance requirements and real pPlease reference PWS 3.8.6 - Maintenance Data Collection (MDC) which identifies the system (Integrated Maintenance Data System) used.
