About this file
This is a Utility Work Schedule exhibit prepared by the Florida Department of Transportation (FDOT) for the Veterans Memorial Parkway Extension project in Volusia County, detailing special conditions and constraints for CenturyLink/Lumen utility work. The project involves the clearing, grubbing, and advanced utility removal/relocations along the Veterans Memorial Parkway Extension, with work required in multiple areas including the new right-of-way, temporary construction easements, and portions of Kentucky Avenue. The contractor must contact Spencer Hunter, a CenturyLink employee, at (352) 205-6678 at least 30 days prior to construction commencement. CenturyLink and contractor normal business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding holidays.
The utility work schedule establishes specific notification requirements for construction activities: any work during normal business hours that is not pre-scheduled requires 30 days' advance notice, while any work outside normal business hours must be scheduled with a minimum of 72 hours' notice. CenturyLink requests that the road contractor provide staking prior to activities as detailed in Section C of the schedule. The project includes existing buried telephone lines consisting of both copper and fiber infrastructure that must be managed in accordance with the contractor's compliance with Florida Erosion and Sediment Control Design and Reviewer Manual standards and all applicable best management practices. The utility work schedule was dated November 17, 2025, with the original document dated December 14, 2016.
