About this file

This document is a Standard Operating Procedure (SOP) issued by Ellington Field (Ellington AFB), Houston, Texas, an Air Force installation, for managing the inadvertent discovery of unmarked burials during ground-disturbing activities. The SOP applies to installation leadership, training site managers, base civil engineers, security personnel, maintenance crews, contractors, and unit commanders. The procedure is triggered by unexpected discoveries of human remains or burials, including Native American burials, during construction, maintenance, off-road traffic, or field exercises. When such a discovery occurs, ground-disturbing activities must cease immediately, and the unit commander or facility manager must notify the installation's Civil Engineer (Environmental) (CEV) at 281-929-2013 or mark.garcia.16@us.af.mil. The discovery location must be secured to prevent further disturbance while awaiting CEV assessment and instructions before activities can resume.

The SOP is grounded in federal law and regulations, including the Native American Graves Protection and Repatriation Act (NAGPRA), the Archaeological Resources Protection Act, and the National Historic Preservation Act, with implementing regulations found in 42 CFR 10, 32 CFR 229, and 36 CFR Part 800. The Environmental Manager is responsible for ensuring proper site protection, notifying the installation commander and medical examiner, determining if remains are NAGPRA-related, and initiating appropriate consultation. The document provides a decision-making flowchart for personnel at the unit and activity level to guide responses to burial discoveries. This SOP was effective as of April 20, 2022, and was last updated on May 21, 2024.
