About this file
This is an Attachment to a specification document for a construction project at Ellington Air Force Base in Houston, Texas, establishing coordination and meeting requirements for the contractor. The document outlines mandatory coordination procedures for scheduling, submittals, and work sequencing to ensure efficient installation of interdependent construction elements. Key requirements include a pre-construction meeting to be scheduled by the Project Manager after Notice of Award, during which the contractor must distribute contract documents, submit subcontractor lists, schedule of values, and construction schedules. Progress meetings are required at maximum monthly intervals, with bi-weekly meetings preferred, and must include the job superintendent, major subcontractors, suppliers, and the Project Manager. Written meeting minutes must be provided within three working days of each meeting. Pre-installation meetings are required for specific work sections, with the contractor required to notify the Project Manager four days in advance. All meetings must address coordination of interdependent work, utility compatibility, space requirements, concealment of utilities in finished areas, and maintenance accessibility.
The execution phase of this specification requires the contractor to examine existing site conditions and substrate surfaces to verify acceptability for subsequent work, with beginning new work constituting acceptance of existing conditions. The contractor must verify structural capability for attachment of new work, examine specific conditions outlined in individual specification sections, and confirm utility services are available with correct characteristics and location. Preparation requirements include cleaning substrate surfaces, sealing cracks or openings, and applying any manufacturer-required primers, sealers, or conditioners prior to applying new materials or substances. The document does not address pricing, set-asides, incumbents, or funding sources.
