About this file
This is a Scope of Work attachment for field engineering services at Ellington Air Force Base (EF) in Houston, Texas, under contract with the Air National Guard. The contractor is required to provide comprehensive field engineering services, including survey work, civil and structural engineering, and construction method documentation. Key deliverables include maintaining survey control points and temporary benchmarks throughout the project, establishing lines and levels for site improvements and utility installations, and verifying layouts during construction. The contractor must retain a registered Texas surveyor to lay out the work and maintain surveys during construction, with the contractor bearing full responsibility for proper work location and preservation of all stakes and marks. Upon contract closeout, the contractor shall submit a comprehensive survey of roadways, drainage, site grading, buried utilities, and manholes at the same scale as construction documents, with elevations and stationing marked at 100-foot increments.
The contractor is also responsible for preparing geospatial data in compliance with ANG ETL 19-12 standards, delivering a GIS electronic map with GPS-based geospatial data that integrates into the 147 CES Common Installation Picture. Final deliverables must include precise location data for all constructed elements, including building corners, valves, manholes, handholes, light poles, fire hydrants, and parking lot outlines to provide complete situational awareness of all project installations. All documentation and record drawings showing pipe and structure locations must be submitted to the Project Manager upon request, with complete and accurate control and survey logs maintained throughout the project duration.
