About this file
This is a Quality Control specification attachment for a construction project at Ellington Air Force Base (EF) in Houston, Texas, dated May 21, 2024. The document establishes quality assurance and control requirements for installation work, including compliance with manufacturers' instructions, adherence to specified tolerances, and compliance with referenced standards and codes. The specification requires the contractor to perform work by qualified personnel and to secure products with appropriate anchorage devices. The document references related attachments covering post-award submittals, material equipment specifications, and system start-up procedures, indicating this is part of a larger construction or renovation project with multiple specification sections.
The specification mandates that contractors employ and pay for independent testing and inspecting laboratory services, with the independent firm subject to Project Manager approval prior to use. Test reports must be submitted within three working days of completion, and the contractor is responsible for all testing costs, including retesting for non-conformance items. When specified in individual sections, manufacturers must provide qualified personnel to observe site conditions, installation quality, equipment start-up, and testing activities, with observer qualifications submitted 30 days in advance for approval. The specification clarifies that inspecting and testing do not relieve the contractor of responsibility for performing work to contract requirements, and all costs associated with quality control, testing, and manufacturer field services remain the contractor's responsibility.
