About this file

This is an Operation and Maintenance Data attachment for Ellington Air Force Base in Houston, Texas, establishing requirements for the preparation and submission of operation and maintenance manuals for equipment, systems, materials, and finishes. The document outlines comprehensive standards for manual development, content organization, and formatting specifications that contractors must follow throughout the project lifecycle. Preliminary manuals must be submitted prior to equipment shipment, with final manuals required at least thirty days before field testing or startup for equipment systems, and within ten days after final inspection for materials and finishes. All manuals must adhere to specific physical specifications including 8.5-by-11-inch paper size, three-hole punch binding in commercial-quality D-ring binders, and organization in CSI format with detailed indexing and table of contents. Contractors must prepare electronic versions in Microsoft Word format and submit three copies of preliminary manuals for Program Manager review, with five copies of accepted final manuals required for distribution.

The manuals must contain detailed product data, operating procedures, maintenance schedules, troubleshooting guides, spare parts lists, warranty information, and as-installed diagrams specific to each equipment item or system. For electrical and electronic systems, contractors must include interconnection wiring diagrams, circuit directories, relay settings, and control sequences. For architectural and finish products, manufacturers' data regarding composition, color designations, cleaning methods, and maintenance schedules are required. The document specifies that all material must be suitable for reproduction with quality equal to originals, and contractors must identify subcontractors, suppliers, installers, and maintenance contractors with contact information and local sources for parts and replacements within the table of contents.
