About this file
This is an Attachment G.M specification document for material equipment procurement at Ellington Air Force Base (EF) in Houston, Texas, dated May 21, 2024. The document establishes requirements for the transportation, handling, storage, and protection of products to be supplied under the contract. Key specifications include the mandatory transportation and inspection of products in accordance with manufacturer's instructions, with prompt verification of compliance, quantities, and damage upon receipt. Storage requirements mandate weather-tight, climate-controlled enclosures for sensitive products, sloped supports for exterior storage of fabricated products, and bonded off-site storage when on-site storage is unavailable. The document further requires periodic inspections to maintain product condition and arranges storage to permit access for inspection purposes.
The specification addresses product substitution procedures through a structured submittal process requiring three copies of substitution requests on provided forms, complete data substantiation, shop drawings, product data, and certified test results demonstrating equivalence to specified products. Contractors requesting substitutions must represent that they have investigated the proposed product, determined it meets or exceeds quality standards, will provide equivalent warranty coverage, will coordinate any required installation changes at no additional cost to the owner, and waive claims for additional costs or time extensions. The Project Manager will provide written notification of substitution acceptance or rejection, and contractors are responsible for supplying items as originally specified or an acceptable alternative substitution without additional cost to the government if substitution requests are denied. Payment for stored materials on-site is limited to actual material costs and requires submission of inventory documentation and supplier invoices.
