About this file

This is a Hazardous Material (HM) Procedures specification attachment for Ellington Field, a U.S. Air Force installation in Houston, Texas. The document outlines contractor requirements for managing hazardous materials on construction projects at the facility. Contractors must comply with all federal, state, and local environmental standards under ISO 14001:2015 and establish HM storage and distribution systems before work begins. All hazardous materials, including flammables, corrosives, adhesives, paints, and petroleum-based products, must be reported to the Hazardous Materials Pharmacy (HMP) office using the Contractor HM Identification Form prior to project start. Contractors are required to register with the installation HMP, maintain documentation including Safety Data Sheets in a binder at the job site, and notify the Project Manager of HM storage locations for approval by the base environmental manager. Materials must be tracked for quantities used, and unused materials must be inventoried and removed from base property prior to contract close-out or material expiration dates.

The document does not address pricing, set-asides, incumbents, or funding sources, as it is a procedural specification rather than a solicitation or contract award notice. Monthly reports of materials delivered, used, and removed must be submitted to the Project Manager, with a final report due prior to contract close-out. Contractors must accompany the Project Manager and the installation's Chief of Environmental (CEV) on a project close-out inspection to verify removal of all used and unused hazardous materials before the government accepts beneficial occupancy. This close-out inspection is a mandatory requirement and cannot be deferred as a punch list item.

ATTACHMENT G.F - ELLINGTON AFB (EF) EMS HAZARDOUS

MATERIAL PROCEDURES

PART 1 – GENERAL

1. SUMMARY OF WORK

A. A key element to the Pollution Prevention program at Ellington Field is the control of

Hazardous Material (HM) office. To control HM use, a Hazardous Materials

Pharmacy (HAZMART) program has been fully implemented within Ellington Field.

The HAZMART focuses on source reduction as the preferred method of pollution prevention. Control of HM includes reducing the number of types and amounts of

HM used, and controlling its proper distribution, storage, use, and disposal. The

Contractor shall comply with all Federal, state, and local Environmental Management

System (EMS) environmental standards (ISO 14001:2015, the standard that we use as a management system for all environmental actions).

B. Contractor shall establish Hazardous Material (HM) storage and distribution system when HM is to be used. Hazard materials can represent many different chemicals used in a construction project. Flammables, Corrosives, adhesives, paints, etc.

a. All HM required to support the contract shall be reported to the Hazardous

Material Pharmacy (HMP) office using the Contractor HM Identification

Form attached. The Form may be altered to improve tracking. This listing will be provided prior to work beginning and will strictly be enforced by the

Project Manager. The form shall constitute a materials submittal in the form of a quarterly report being submitted to the Base Environmental Officer throughout the course of the project.

b. Contractor HM Identification Form will be provided to the Contractor at or prior to the Pre-Construction meeting.

c. Additional HM needed by the Contractor shall be identified to the Project

Manager’s Representative for approval by the HMMP. (See Attachment X)

C. Contractor shall register with the installation HMMP prior to start of work using HM to support the installation’s compliance with Executive Order 12856, Federal

Compliance with Right-to-Know Laws and Pollution Prevention Requirements.

D. Contractor shall maintain a Contractor HM Identification Form for all HM on the job site for inspection/verification.

E. Project Manager will verify that the HM identified to the HMMP is the only HM in use on the job site.

F. Contractor shall provide the following to the HMMP:

a. A list of each material and quantity of material for all proposed HM.

Hazardous Material (HM) shall be construed to mean any item that is:

i. A health hazard or physical hazard as defined in 29 CFR, 1910.1200(c).

ii. Regulated in its disposal by federal Environmental Protection Agency

(EPA) under 40 CFR.

iii. Hazardous as defined by federal Texas Department of Transportation

(TXDOT) regulations under 49 CFR.

iv. Hazardous as defined by the Dangerous Goods Regulations of the

International Air Transport Association.

ELLINGTON FIELD, HOUSTON, TX 21 May 2024

b. A binder containing all Safety Data Sheets (SDS) for each item on the HM list. Safety Data Sheets are provide information on hazards of working with a chemical and procedures that should be used to ensure safety. This listing shall also be provided electronically by individual SDS for processing prior to work beginning. These SDS shall also be maintained in a Binder within the

Job Trailer or wherever the construction project is headquartered out of.

c. Examples of hazardous materials used on the job site include, but are not limited to:

i. Petroleum based liquids/gases (gasoline, kerosene, diesel, propane, butane, acetylene, etc.).

ii. Adhesives and glues.

iii. Shot charges for anchor systems.

iv. Volatile solvents (such as PVC cleaner and glues, paint thinners).

v. Non-water-based paints.

vi. Liquid sealants.

vii. Epoxies and coating systems.

viii. Acidic or alkali cleaners.

G. Contractor shall establish a construction-specific HM storage and issue location that fully complies with federal, state and local environmental regulations. Once established, the contractor is required to notify the Project Manager so that the base environmental manager can visit the site and approved the storage location and inventory control of materials.

a. Materials issued shall be tracked for quantities used.

b. Unused materials shall be inventoried and removed from Base property prior to close-out of the contract or expiration date of the HM.

c. Reports of materials delivered, used and removed from the installation shall be submitted to the Project Manager monthly and prior to contract close-out.

H. Contractor shall accompany the Project Manager and the installation Environmental

Manager (CEV) on project close-out inspection to ensure all used and unused HM has been removed from the installation. This requirement shall not be a punch list item and must be accomplished prior to the government accepting beneficial occupancy of the facility or construction item.
