About this file
This is an attachment to a state and local contract opportunity for project coordination services at Ellington Air Force Base in Houston, Texas. The document outlines comprehensive requirements for contractor coordination, including submission of Statements of Qualification for land surveyors or civil engineers, photographic documentation in JPEG format, and coordination protocols with the Project Manager. A mandatory preconstruction conference is scheduled for May 21, 2024, at Ellington Field, Houston, Texas, where contractors must be prepared to discuss required schedules, sequencing of critical path work items, project changes and clarification procedures, site use and security, environmental issues, safety plans, and progress payment procedures. Bi-weekly progress meetings will be conducted throughout the project duration to review work progress, schedules, shop drawing submissions, payment applications, and contract modifications. The contractor is responsible for maintaining continuous base operations during construction, managing temporary utilities and bypass facilities, providing weekly photographic documentation beginning immediately after Notice to Proceed through final project acceptance, and conducting thorough pre-construction and periodic examinations of existing conditions with documented observations.
The document establishes detailed requirements for utility coordination, including notification protocols to the Project Manager before commencing work and for any utility outages, with 48-hour written notice required for actions affecting existing systems. Contractors must employ a professional land surveyor or civil engineer registered in Texas to perform necessary construction staking, layout, and maintain complete accurate logs of survey work as record documents. All cutting, fitting, and patching work requires prior written authorization from the Project Manager, particularly for structural elements and weather-resistant components. Contractors are responsible for replacing any destroyed survey points or control markers at their own expense and must restore existing work, underground facilities, and surfaces using new materials and methods consistent with manufacturer recommendations or appropriate trade association standards. Digital images must be delivered on compact discs or through electronic systems, labeled with project name, contractor name, week, year, and contract number, and annotated in JPEG format.
