About this file
This document is a specification attachment for the Ellington Air Force Base in Houston, Texas, detailing requirements for the starting of systems as part of a construction or renovation project. The scope of work encompasses the coordination and execution of equipment and system start-up procedures, including manufacturer demonstrations, testing, adjusting, and balancing services. The contractor is required to notify the Project Manager seven days prior to initiating start-up of any equipment or system and must verify proper installation, lubrication, electrical characteristics, and wiring completion before operation. Start-up activities must be conducted under the supervision of applicable contractor personnel and in accordance with manufacturers' instructions, with manufacturer representatives required to be present when specified in individual specification sections. The contractor must submit written reports confirming proper installation and correct functioning of each system.
Demonstration and instruction requirements mandate that the contractor demonstrate equipment operation and maintenance to the owner's personnel prior to final payment, utilizing operation and maintenance manuals as instructional basis. For equipment requiring seasonal operation, demonstrations must be performed for alternative seasons within six months of initial instruction. The General Contractor is responsible for hiring an independent third-party firm to perform all testing, adjusting, and balancing services, with the independent firm reporting observations and test results to the Project Manager to verify compliance with contract requirements. The specification document was issued on May 21, 2024, for Ellington Field in Houston, Texas.
