About this file
Summary
This is an Attachment G.N specification document for manufacturers' services at Ellington Field (EF) in Houston, Texas, dated May 21, 2024. The document establishes requirements for manufacturer representatives to provide on-site technical services, installation assistance, inspection, testing, and training related to equipment and system installations at the facility. Key requirements include submission of training schedules no less than twenty-one days prior to equipment installation, submission of a preliminary training plan within sixty days after Notice to Proceed, and completion of a final training plan following a training coordination meeting. Manufacturers must provide qualified, factory-trained representatives authorized by the respective manufacturers to perform services including installation observation and guidance, functional and performance testing, startup demonstration, and completion of Manufacturer's Certificates of Proper Installation. Training must be completed at least fourteen days prior to actual startup.
The document specifies that only approved days of service credited by the Project Manager will count toward fulfilling minimum service requirements, and manufacturers must schedule services to avoid conflicts with other on-site testing or services. Training personnel must be trained and articulate coordinators familiar with operation and maintenance manuals, and instructors must provide detailed classroom and hands-on training to Ellington Field operating personnel. The specification requires comprehensive training materials, course outlines, instructor resumes, and detailed daily course schedules to be submitted for Project Manager approval. Additional training may be required post-startup as specified in individual contract specifications, with all training materials and operation and maintenance data to be retained by trainees.
