About this file

This is a Data Item Description (DID) document that establishes the standardized format and requirements for Engineering Change Proposals (ECPs) in federal contracts. The DID, numbered DI-SESS-80639E and approved on February 11, 2020, defines how engineering changes must be documented and implemented throughout a contract lifecycle.

The ECP may be submitted in one of three formats: DD Form 1692 (the standard federal form), the Acquirer's Integrated Digital Environment (IDE) schema, or the Supplier's preferred format. Regardless of format selection, the ECP must contain all information required by DD Form 1692. The document references EIA-649-1 standards and EIA-649 principles for change management and may be used in conjunction with DI-SESS-80642 (Notice of Revision). An electronic version of DD Form 1692 is available at https://www.esd.whs.mil/dd/. This DID supersedes the previous version DI-SESS-80639D. Reference documents applicable to any contract using this DID, including approval dates and amendments, must be specified in the contract itself.
