About this file

This is a Small Business Coordination Record (DD-AT&L (AR) 1862) documenting a federal procurement action by the Naval Supply Systems Command.

The requirement involves transportation services for approximately 400 Sailors within the Newport News area, transporting personnel daily from Government Leased Apartments (GLAs) to and from 50th and 35th Street turnstiles. The contract specialist is James P. Keegan (james.p.keegan7.civ@us.navy.mil). The PIID is N0018926NNBUS with a size standard of 19 million dollars. The period of performance spans FY26 to FY31. The service code is V222 (ground passenger transportation), and the NAICS code is 485999. Market research identified five capable vendors: Agape J Diamond (small, WOSB, VOSB), BPM (small, SDVOSB), Charters of America (small, EDSB), Horner Strategic Solutions (small, SDVOSB), and Sparkle Cleaning Experts (not listed in SAM.GOV). A Sources Sought Notice was issued on January 6, 2026.

The contracting specialist recommends a total Small Business Set-Aside to foster competition among eligible small business concerns. A synopsis is required, and no subcontracting plan, progress payments, consolidation, or bundling applies to this acquisition. The record status is Approved as of February 17, 2026, with concurrence from the Contracting Officer (Samantha A. Miller) and Small Business Professional (Paul A. Staley). Supporting documentation includes a Market Research Memorandum for Sailor Transportation dated 02/17/2026.
