About this file

This is a DD Form 2579 Small Business Coordination Record, which is used to document small business program compliance for Defense Department acquisitions. The form appears to be blank/unused with no specific procurement details filled in. The form contains sections for recording key acquisition information including contracting officer details, item/service description, period of performance, total estimated value, and various small business set-aside recommendations. It also includes areas for documenting market research, bundling determinations, subcontracting plan requirements, acquisition history, and review/approval signatures from the contracting officer, small business professional, and SBA procurement center representative.

The form includes checkboxes for different small business program options like 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, and other set-aside categories. There are also sections for documenting whether the requirement is consolidated or bundled, if synopsis is required, and if small business progress payments apply. This appears to be the August 2015 version of the form which is still current.

7.a. Item/service description.: Obtain repair services for damage to the Koke’e aerial fiber cable caused by a brush fire at the Pacific Missile Range Facility (PMRF). Work will be performed in a combination of both Government and Public sites on the island of Kaua'i in the Koke'e and Makaha Ridge areas.

A fiber cable was installed via HC1019-10-C-2003 to support transport of data between Barking Sands, Koke'e, and Makaha Ridge. The fiber cable contained 60 strands of fiber, with a total length of approximately 139,564 feet of cable (of which approximately 135,714 feet is aerial). The cable is installed on poles belonging to the Kau-ai Island Utility Cooperative (KIUC). For this reason, repairs will be funded through KIUC.

DITCO-PAC intends to negotiate directly with Kaua'i Island Utility Cooperative (KIUC), Large Business, on a sole source basis under the authority of 10 U.S.C. 2304(c)(1). (FAR 6.302-1), Only one responsible source and no other supplies or services will satisfy agency requirements.

11a. Market research/acquisition plan.: DITCO-PAC intends to go Open Market to negotiate directly with Kaua'i Island Utility Cooperative (KIUC), Large Business, on a sole source basis under the authority of 10 U.S.C. 2304(c)(1). (FAR 6.302-1), Only one responsible source and no other supplies or services will satisfy agency requirements.

Attached is a Justification and Approval for a sole source acquisition . This is a new requirement to obtain repair services of aerial fiber optic cable required to support data transport capabilities between Pacific Missile Range Facility (PMRF) Barking Sands main base site and PMRF’s remote instrumentation sites at Koke'e and Makaha Ridge, Kauai, Hawaii. The fiber optic cable is owned by the KIUC and provides PMRF exclusive use of a portion of the fiber cable via an existing Memorandum Of Agreement (MOA). As the sole owner of the fiber optic cable, and the owner of the majority of the infrastructure that the fiber cable is installed on, KIUC is the only source available to conduct the maintenance.
