About this opportunity
Marine Corps Installations-East seeks procurement, replacement, professional installation, programming, integration, and testing of a Bi-Directional Amplifier (BDA) system at Camp Lejeune, North Carolina, with quotes due August 3, 2026 and questions accepted only through three business days after posting (July 29). This is a total small business set-aside under FAR Part 12 commercial items procedures; the requirement is brand name specific—G-Wave Indoor Dual Band UHF BDA model BDA-U33S-43-CPI-Nf-1-833-3—justified on the basis that alternate brands are technically incapable of seamless integration with the installation's active Enterprise Land Mobile Radio (ELMR) legacy system operating in the 380–400 MHz band.
Place of performance is Camp Lejeune, NC. The existing amplifier, manufactured circa 2012 and configured for a prior radio system, does not support current frequency bands and creates critical radio dead zones. The BDA system must restore reliable portable radio coverage throughout the Regional Brig facility and integrate with the existing Distributed Antenna System, coaxial cabling, donor antenna, and interior antennas while preventing interference through proper filtering and isolation.
The contractor must complete six sequential tasks: mobilization and coordination, system programming and configuration, installation and integration, comprehensive grid-based coverage and performance testing, joint physical inspection and operational acceptance, and site restoration. The desired completion timeline is thirty business days from commencement. Deliverables include a BDA Programming & Configuration Plan, fully installed and integrated system, Coverage Testing and Verification Report, and an Operational Acceptance Certificate. Base access requires credentials through the Contractor Vetting Office; DBIDS credential is required for access lasting 61 days or more.
NAICS code 334220 (small business size standard 1,250 employees); PSC 5820. Award will be made to the responsible quoter whose conforming offer is most advantageous considering price, technical capabilities, and past performance. Quotes must remain valid for 90 days and include all shipping costs FOB Destination Camp Lejeune. All work must comply with manufacturer specifications, FCC regulations, MCIEAST ELMR policies, and Regional Brig physical security protocols.
Notice text
Marine Corps Installastion East (MCIEAST) intend to procure a Bi-Directional Amplifier (BDA) System Replacement with incidental installation services.
This procurement is Brand Name under NAICS code 334220 size standard of 1250 employees.
This system will restore reliable portable radio coverage throughout the facility and allow facility personnel to operate on the installation’s current trunked radio system. The existing amplifier was manufactured in approximately 2012 and was configured for a previous radio system operating in a different frequency range. It does not support the frequency bands currently used by the installation’s Enterprise Land Mobile Radio (ELMR) system and cannot effectively provide the required coverage, resulting in critical radio dead zones. This requirement is for a complete operational solution (associated components, programming, professional installation, system integration, testing, and final operational acceptance)
and is not intended to be an equipment-only purchase.
