About this opportunity
The Defense Logistics Agency (DLA) is soliciting contract administration and post-award support services to manage delinquent contracts—defined as contract lines exceeding delivery dates by 30 or more days—within its Weapons Support Supplier Operations offices. Core requirements include inventorying and categorizing delinquent aviation contracts, researching and resolving post-award contract administration workload, conducting intra-agency and extra-agency coordination, participating in internal and external meetings and forums, and serving as a proactive "think tank" to identify process improvements. The contractor must employ personnel with Bachelor's degrees or equivalent acquisition experience, all requiring IT-II Tier 3 investigative eligibility and Common Access Cards (CACs), with staff performing at levels equivalent to GS-9 Post Award Contract Administrators. Performance will be evaluated using a Quality Assurance Surveillance Plan (QASP) with five rating levels—Exceptional, Very Good, Satisfactory, Marginal, and Unsatisfactory—with payment adjustments applied to fixed-price line items, including a 20% disincentive for Marginal performance and 30% disincentive for Unsatisfactory performance. The offer due date is March 9, 2026, at 3:00 PM EDT, with questions due by March 10, 2026, at 5:00 PM EDT, and the contract is being solicited as a combined synopsis/solicitation under solicitation number SP4703-26-R-99A0.
This procurement carries no small business set-aside, though it is being pursued as a sole-source award to the incumbent contractor, ONYX Strategic Solutions, LLC (UEI: LBTFL84DXZ63), based on justification for other than full and open competition. The estimated contract value is approximately $4.46 million for a 12-month period of performance running from March 15, 2026, through March 14, 2027, awarded on a firm-fixed-price basis. The staffing structure includes one Program Manager, one Procurement Manager, three Post-Award Administrator Supervisors, and 26 Post-Award Administrators (24 FTEs), with a travel budget not to exceed $100,000 for 32 annual round trips to Richmond, Virginia, each spanning five days. All work will be performed at DLA Weapons Support, 6090 Strathmore Road, Richmond, VA 23237, with limited remote work authorization for two approved supervisors and four post-award administrators who must report in-person monthly. The point of contact for the solicitation is Heesun Redmond at (804) 489-2166 or heesun.redmond@dla.mil.
