About this opportunity

Marine Corps Installations East awarded contract M6700126P0122 to Cartridge Technologies, LLC for Multi-Function Device leasing and support services on September 29, 2026, on a sole-source basis under FAR 5.301.

The award bridges operational continuity for 2d Radio Battalion following expiration of DLA-sourced MFD contracts on April 1, 2026. A Government shutdown at the start of Fiscal Year 2026 prevented timely fund transfers, forcing multiple activities to allow their leased MFD contracts to lapse. DLA issued a temporary exception to policy authorizing Marine Corps Installations East to procure non-DLA MFD leasing and support services from Cartridge Technologies, LLC as the sole responsible source. The procurement includes maintenance, network connectivity support, and device replacement. Performance spans FY26 to FY27. NAICS code 532420 applies, with a $40 million size standard. No competitive quotes were solicited; however, any small-business firm believing it can meet the requirement may submit a capability statement to the contracting officer by October 30, 2026.

Notice text

Marine Corps Installations East intends to procure Multi-Function Device Leasing and Support Services outlined below, on a sole source basis from Cartridge Technologies, LLC in accordance with Federal Acquisition Regulation (FAR) Overhaul Part 5.301.

The North American Industry Classification System (NAICS) code for this procurement is 532420 with $40,000,000 size standard.

Usage of a less capable provider in place Cartridge Technologies, LLC. would result in significant negative operational impacts to 2d Radio BN. DLA is the Department of War's (DOW) single manager for document services, including leased Multi-functional Devices (MFDs). Due to the extended Government shutdown at the beginning of Fiscal Year 2026, multiple activities were unable to provide the necessary funds required for them to keep their in-place MFD’s and DLA-sourced support services. Consequently, numerous periods of performance ended on 1 April 2026. To maintain operational continuity and bridge services until the next fiscal cycle's period of performance, DLA issued a temporary exception to policy. This waiver authorizes activities to utilize non-DLA contracting resources to secure essential leasing and support services from the sole responsible source, Cartridge Technologies, LLC.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 30 October 2026.

Awarded contract M6700126P0122 to CARTRIDGE TECHNOLOGIES, LLC for 41028.35 on 2026-09-29.
