About this file

This document is a Questions and Answers addendum for Request for Proposal #2026-08-05 issued by the Franklin County Purchasing Department on behalf of the Franklin County Child Support Enforcement Agency (FCCSEA) to procure process server services. The RFP seeks vendors to provide service of process for child support enforcement matters, with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volumes may be lower. The official proposal submission deadline is April 15, 2026, at 2:00 PM EDT, with sealed proposals to be submitted in hard copy and electronic format to the Franklin County Purchasing Department office located at 373 South High Street, 25th Floor, Columbus, Ohio. Proposals must be physically delivered; fax and email submissions are not permitted. The proposal opening will occur virtually via Microsoft Teams on the submission date, and vendor registration with the county is required through the county's vendor registration portal prior to bid submission.

The pricing must include all compensation for testimony services when required, with no separate compensation mechanism available. Historically, approximately 3% of service requests occur outside Franklin County but within Ohio, and less than 1% of requests require 8-hour rush services. The RFP is not identified as carrying an MBE (Minority Business Enterprise) set-aside requirement. Vendors must be available and prepared to testify in court proceedings when required as part of their contracted services. The complete RFP packet, including the scope of work, submission requirements, pricing forms, required affidavits, and all exhibits, is available on the Franklin County Bid Opportunities website at no cost to registered vendors.
