About this file
This is a Request for Proposal (RFP) document issued by the Franklin County Board of Commissioners in Ohio for the procurement of an integrated audio-visual system for a conference room facility. The scope requires a QSC Q-SYS Core 110f-based audio-visual and conferencing system designed for a divisible three-room space (Rooms A, B, C) that incorporates Microsoft Teams Rooms technology, PTZ cameras, ceiling microphones, wireless microphone systems, projection systems, and networked control infrastructure. The project must support seamless automation, video conferencing, audio control, and presentation capabilities with minimal user intervention. A mandatory pre-proposal meeting is scheduled for June 12, 2026, at 1:00 p.m. EST (rescheduled via Amendment 1 from June 9), requiring RSVP from interested vendors. Written questions must be submitted by June 17, 2026, at 5:00 p.m. EST, with responses posted June 24, 2026, at 5:00 p.m. EST. Proposals are due July 8, 2026. Installation must occur Monday through Friday between 8:00 a.m. and 5:00 p.m., with an estimated service start date of August 2026 and project completion deadline of October 1, 2026. The contract includes a one-year on-site service and warranty agreement with a maximum 2–3 business day response time for support calls.
The County intends to award one contract but reserves the right to award multiple contracts. Five bidders submitted proposals: iVideo Technologies LLC, BIS Digital Inc., INA LED US Inc., Eko Solutions, and Radiant Technology Group Inc. Only Q-SYS-based designs will be accepted; equivalent control systems such as Extron-based solutions are not permitted. Remote monitoring and network-based management capability for diagnostics and device status monitoring is required, though access will be restricted to County IT support staff. Vendors must maintain comprehensive insurance coverage including $1,000,000 general liability, $1,000,000 automobile liability, $5,000,000 cyber insurance, $1,000,000 professional liability, and $2,000,000 umbrella/excess coverage. All proposals must remain firm for 180 days following opening. Local preference points may be awarded to vendors with no offshore presence.
