Re: Proposal for Jet Cleaners #7 2025 Annual Natural Attenuation Monitoring Report 7451-30 103rd Street Jacksonville, Florida

ERIC_4594

Contract No. HW682

Dear Ms. Fowler:

Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work (SOW) to perform an annual groundwater sampling event and prepare a Natural Attenuation Monitoring (NAM) Report for Jet #7 Cleaners, located in Jacksonville, Florida.

Subtask 1 Project Management

This Subtask consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and a completion fee.

The project management cost is calculated in the Level of Effort Cost Estimate Form (LOECEF).

Subtask 2 Annual NAM Sampling & Report

In early December 2025, ECT proposes to collect depth to water measurements from MW004, MW005, MW006, MW008, IW001, IW002, IW003, IW008, IW009, IW010, IW011, and IW012. As recommended in the previous NAM report, ECT proposes to purge intermediate wells IW001 and IW003 after measurements are taken due to the presence of dark brown to black purge water observed in the wells during the previous NAM event. In addition, groundwater samples will be collected from MW005, IW001, IW002, IW003, IW008, IW009, IW010 and IW011. All groundwater samples, including a sample from the drum containing the investigation derived waste (IDW) purge water, will be analyzed by United States Environmental Protection Agency (USEPA) Method 8260 for volatile organic halogens (VOHs) by a certified National Environmental Laboratory Accreditation Program laboratory.

A summary of activities to be conducted under Subtask 2 is provided in Table 1.

Subtask 3 IDW Disposal

Since the investigation derived waste (IDW) was characterized in 2025 as not impacted by PFAS, ECT will coordinate the transportation and disposal (T&D) of the IDW using the appropriate standard disposal rate. ECT will submit a copy of the disposal manifest to the FDEP as the deliverable for Subtask 3. A summary of activities to be conducted under Subtask 3 is provided in Table 2.

Table 2. Subtask 3 Activities Summary Employee/Resource Activity Time Sr. Engineer IDW classification and schedule T&D 1 hour

Quotes were obtained for disposal of the IDW transport and disposal (T&D). The quotes are summarized below and are provided as an attachment to this proposal. Based on these quotes, Erwin Remediation will be subcontracted to dispose of IDW generated at this site.

Subcontractor Cost Erwin Remediation $125.00 Perma-Fix $295.75 Moran Environmental $1,195.00

Deliverable and Invoice Schedule

An LOECEF is attached, providing a cost summary for the proposed scope of work. A summary of the deliverable due dates and the invoice schedule is provided in Table 3.
