About this file
This is a bid set document for Clay County's construction of Fire Station No. 24, a new 16,633-square-foot, four-bay fire station facility located at 1075 County Road 226 in Green Cove Springs, Florida. The project encompasses complete construction including demolition of existing structures, site preparation, grading, drainage installation, pavement, utility infrastructure (potable water wells, fire protection systems, and septic system), and all associated trades including structural steel, carpentry, plumbing, mechanical HVAC systems, electrical systems with 1,000-ampere service and diesel generator backup, fire suppression and alarm systems, communications infrastructure, and landscape installation with irrigation across a 6.95-acre site organized in two construction phases. The mandatory pre-bid meeting is scheduled for February 6, 2026, at 10:00 a.m. at the project site, with inquiries due by February 13, 2026, at 4:30 p.m. through the designated Question and Answer tab. Sealed bids are due electronically through the County's e-Procurement Portal by March 2, 2026, at 4:00 p.m., with bid opening on March 3, 2026, at 9:00 a.m. Substantial completion is required by March 15, 2027, and final Certificate of Occupancy by March 20, 2027, with liquidated damages of $1,000 per day assessed for delays beyond the final completion date.
All bidders must be Florida-licensed General Contractors registered with the Florida Construction Industry Licensing Board in good standing and must have been in business for a minimum of five years performing similar work. The project requires a five percent bid bond, 100 percent Performance and Payment Bond per Florida Statute 255.05, and comprehensive insurance including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Workers' Compensation at statutory limits, and Builder's Risk coverage equal to 100 percent of project value with a maximum $25,000 deductible. The project is supported in whole or in part by Federal Emergency Management Agency (FEMA) Public Assistance Grant Program funding, requiring compliance with 2 CFR Part 200 (Uniform Guidance), the FEMA Field Manual for Public Assistance, and Davis-Bacon Act prevailing wage requirements. The site contains protected species including Eastern Indigo Snakes and Tri-Colored Bats, requiring implementation of specific protective measures in coordination with qualified environmental professionals and compliance with Florida Fish and Wildlife Conservation Commission and U.S. Fish and Wildlife Service guidelines. A strict no-contact rule prohibits all communications with Board members, County employees, and Evaluation Committee members regarding the Request for Bid from the publication date through the 72-hour protest period following bid decision. The project includes a two-year warranty period applicable to all improvements, and the County reserves the right to approve all subcontractors and may utilize a Direct Purchase Program to procure major materials directly.
