About this file
This is an addendum to the project specifications for Clay County Fire Station No. 24, clarifying the allocation of work responsibilities among the contractor, owner, and other parties involved in the construction project. The document establishes three primary categories of work: Contractor-Furnished Contractor-Installed (CFCI) items, which include telecommunications systems, security and access control systems, Purvis notification systems, interior signage, meeting room audio-visual equipment, and large appliances procured through an Owner Direct Purchase (ODP) program; Owner-Furnished Contractor-Installed (OFCI) items limited to a firefighter gear extractor; and Owner-Furnished Owner-Installed (OFOI) items including the engine generator, all furniture across multiple spaces (meeting rooms, day room, kitchen, dining room, bunk rooms, and offices), fitness equipment, computers and printers, SCBA/cascade systems, and small appliances such as coffee machines. The contractor is responsible for coordinating all mechanical, plumbing, and electrical work to support owner-furnished items, receiving and unloading items at the site, protecting them from damage, and designating delivery dates in the construction schedule. The owner arranges payment and delivery of owner-furnished items, inspects delivered goods for damage, manages replacements for defective or missing items, and arranges manufacturer field services and warranties.
The ODP program allows the owner to purchase certain building elements with values exceeding $20,000 directly without sales tax obligations, with these items included in the contractor's bid as line items and subsequently deducted through deductive change orders. The contractor bears responsibility for protecting all owner-furnished items from weather exposure and damage resulting from construction operations, with repair or replacement costs borne by the contractor if damage occurs during its work. All shop drawings, product data, and samples for owner-furnished items are provided by the owner to the contractor for coordination and review, with the contractor required to notify the architect of any anticipated discrepancies or problems. The contractor must also coordinate fully with any separate contractors awarded by the owner under different contracts to ensure smooth project execution without interference or delays to work under the primary contract.
