Summary of Clay County Fire Station No. 24 Construction Project Specifications
This document is a comprehensive project manual and specification set prepared by Dasher Hurst Architects, PA for the Clay County Board of County Commissioners detailing the construction requirements for Fire Station No. 24 located at 1075 County Road 226 in Green Cove Springs, Florida. The project encompasses the complete design and construction of a new approximately 16,633 square-foot, four-bay fire station facility on a 6.95-acre site, including site preparation, demolition, infrastructure utilities (potable water wells, fire protection systems, wastewater management via septic system), structural steel framing, comprehensive mechanical HVAC systems, electrical systems with 1,000-ampere service and diesel generator backup, fire suppression and alarm systems, communications infrastructure, audio-visual systems, and landscape installation with irrigation. The construction is organized in two phases: Phase 1 covers site preparation, demolition, grading, drainage, and utilities installation, while Phase 2 addresses stormwater management expansion and final site grading. The mandatory pre-bid conference is scheduled for February 6, 2026, at 10:00 a.m. at the project site; inquiries must be submitted through the designated Question and Answer tab by February 13, 2026, at 4:30 p.m.; sealed bids are due electronically through the County's e-Procurement Portal by March 2, 2026, at 4:00 p.m., with bid opening on March 3, 2026; substantial completion is required by March 15, 2027; and final Certificate of Occupancy is due by March 20, 2027, to meet federal grant deadline requirements.
Liquidated damages of $1,000 per day are assessed for delays beyond the final completion date. All bidders must be Florida-licensed General Contractors in good standing and must have been in business for a minimum of five years performing similar work. The project requires a five percent bid bond, 100 percent Performance and Payment Bond per Florida Statute 255.05, and comprehensive insurance including Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Workers' Compensation at statutory limits, and Builder's Risk coverage equal to 100 percent of project value with a maximum $25,000 deductible. The project is funded in whole or in part through Federal Emergency Management Agency (FEMA) Public Assistance Grant Program funding, requiring compliance with 2 CFR Part 200 (Uniform Guidance), the FEMA Field Manual for Public Assistance, and Davis-Bacon Act prevailing wage requirements. There are no identified set-asides for disadvantaged enterprises. The site contains protected species including Eastern Indigo Snakes and Tri-Colored Bats, requiring implementation of specific protective measures in coordination with qualified environmental professionals and compliance with Florida Fish and Wildlife Conservation Commission and U.S. Fish and Wildlife Service guidelines. All improvements are subject to a two-year warranty period. A strict no-contact rule prohibits communications with Board members, County employees, and Evaluation Committee members regarding the Request for Bid from publication through the 72-hour protest period following bid decision, with limited exceptions for inquiries through the Purchasing Department, pre-bid conference attendance, and formal presentations to the Evaluation Committee.
