About this file
This is a Bid Price Schedule for the USCG OCR Homeport Initiative OPC Pier project at Newport Naval Station in Newport, Rhode Island (eProject No. 1826479). The solicitation requires bidders to provide line item pricing for construction and demolition work associated with the new Offshore Patrol Cutter (OPC) Pier.
The base price (Line Item 0001) encompasses the entire project including demolition of existing Pier 1, construction of the landside area and new Bulkhead S45S, and construction of the new OPC Pier 1. This is broken down into 26 detailed unit-priced line items (0001A through 0001Z) covering major work categories: OPC Pier construction and associated site work and utilities (0001A); furnish and install of various pile types including 36-inch diameter reinforced concrete filled steel pipe piles (27,868 linear feet at 0001B), HP 14x102-inch piles (416 linear feet at 0001D), HP 10x42-inch piles (512 linear feet at 0001E), 30-inch diameter reinforced concrete filled steel pipe piles (537 linear feet at 0001F), and polymeric fender piles (40,996 linear feet at 0001G); dynamic pile load testing (0001H and 0001I); subsurface water sampling and disposal (0001J); Bulkhead S45S steel sheet pile sheeting installation (213 tons at 0001L); and an in-lieu fee for potential eel grass damage (0001M). The schedule also includes pricing for demolition of existing Pier 1 (0001N); removal and disposal of nonhazardous soil (21,630 tons at 0001O) and hazardous soil (1,350 tons at 0001P); asbestos-containing materials removal from glazing compound (372 linear feet at 0001Q) and tar roofing (4,000 square feet at 0001R); and removal of PCB-containing caulking (510 linear feet at 0001S), light ballasts (14 each at 0001T), transformers (1 each at 0001W), and mercury-containing light ballasts (14 each at 0001V) and thermostats (2 each at 0001X); lead removal from anchors (2 tons at 0001Y); and dredging and dredge disposal including over dredge (11,950 cubic yards at 0001Z).
Two Option Items are included: Option Item No. 1 (Line Item 0002) for a Compressed Air System and Option Item No. 2 (Line Item 0003) for additional costs to provide cast-in-place concrete pavement for the designated laydown area in lieu of asphalt pavement. The Government reserves the unilateral right to award Option Items within 365 calendar days after contract award, with the contract completion date remaining 918 days after award if options are exercised. Quantities marked with an asterisk are estimated quantities subject to FAR 52.211-18 variation provisions (15 percent threshold for non-pile items, 25 percent for piling). The Government will evaluate offers by adding Option Item prices to the base bid price for award purposes, though evaluation does not obligate the Government to exercise options. Offers may be rejected as non-responsive if materially unbalanced. All line items require pricing; failure to enter a price for any line item results in rejection. If Line Items 0002 and 0003 are exercised, the Performance Bond must reflect 100 percent of the aggregate amount of all items.

TOTAL
Line Items 0001 – 0003
GENERAL BID NOTES
a. Award will be evaluated on the total proposed price for Line Items 0001 – 0003, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001Z is included in Line Item 0001.
b. The Government reserves the unilateral right to award Line Items 0002 and 0003 to the Contractor at the proposed price within 365 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Item 0001-0003. No provision is made for economic price adjustment. If Line Items 0002 and 0003 are exercised, the contract completion date (CCD) remains 918 days after contract award.
c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities and FAR 52.211- 18, Variations in Estimated Quantity shall apply to these Line Items. In accordance with FAR 52.211-18; If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 15 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
d. Pile quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Requirements of FAR 52.211-18, Variation in Estimated Quantity, shall not apply to payment for piling. Each pile and test pile acceptably provided will be paid for at the bid unit price for units actually installed. The unit price shall include items incidental to furnishing and driving the piles including mobilization and demobilization, predrilling, probing, redriving uplifted piles, and cutting off piles at the cutoff elevation. Payment shall be made for production and test piles at the bid unit price for the length of pile, from tip to final cutoff, actually provided, including buildups and splices directed by the Contracting Officer to be made. Should the actual cumulative pile length driven (tip to cutoff) vary more than 25 percent from the total estimated pile length specified as a basis for bidding, the price shall be adjusted based upon any increase or decrease in costs due solely to the variation.
e. Evaluations of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for Line Items 0002 through 0003 to the total price for the Base Bid, (Line Item 0001). Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5).
f. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
g. Failure to enter a price for any Line Item will result in a proposal being rejected.
h. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
i. If Line Item 0002 and 0003 is exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
