About this file

Attachment A - Proposal Requirements is a document from the City of St. Petersburg, Florida, detailing the proposal submission guidelines for a Request for Proposal (RFP-25 - 001) for Management Services of City Parking Facilities. The document outlines a comprehensive proposal evaluation process for selecting a parking management contractor to operate multiple parking garages and surface lots, including Municipal Services Center Parking Garage, South Core Parking Garage, Al Lang Field Parking Lot, The 800 Lot, The 3rd Ave. S. event lot, and Lot 2. Proposals will be scored across eight key categories totaling 80 points, with the most significant weight placed on the operational plan (25 points), cost (20 points), and demonstrated capability to perform the work (15 points).

The proposal requirements emphasize the need for vendors to demonstrate extensive experience in parking facility management, with specific requirements including providing five references of parking facilities generating at least $500,000 in annual gross revenues, with three of those facilities managed for municipalities. Additional evaluation criteria include staff qualifications, company experience, internal sustainability and diversity policies, and the ability to manage complex parking systems and handle special events like Rays games and Grand Prix. The city also offers additional points for vendors certified as Small Business Enterprises (SBE), Minority Business Enterprises (MBE), or Women Business Enterprises (WBE), with 2 points available for each certification type, potentially providing a competitive advantage in the selection process.
