About this file
This is Section L of an RFO (Request for Offer) addendum for commercial products and commercial services, specifically instructions to offerors for a wastewater and grease removal services contract at Joint Base McGuire-Dix-Lakehurst, New Jersey.
The solicitation will be awarded to a single contractor based on a Best Value determination using three evaluation factors: Past Performance (most important), Technical Acceptability, and Price. Offerors must hold prices firm until October 15, 2026. All offers must include a mandatory Mission Essential Services Plan per R-DFARS Subpart 237.76, with failure to submit resulting in offer rejection. Past Performance evaluation requires submission of relevant contracts completed within the past five years, including up to ten of the most relevant federal and commercial contracts similar in scope and complexity to the wastewater and grease removal services requirement. Offerors must provide quality and satisfaction ratings, Past Performance Questionnaires from counterparties, CPARS data for up to three previous contracts, and letters of consent from all subcontractors performing major or critical aspects of the work. The Government will review CPARS for positive performance ratings assessed on quality, timeliness, business relations, and customer satisfaction; offerors with no relevant past performance receive a neutral rating that is not evaluated as favorable as positive performance. Pricing must include line-item prices for all Contract Line-Item Numbers with a total evaluated price; unbalanced pricing may be grounds for rejection. Technical acceptability requires meeting all Performance Work Statement requirements including the mandatory Mission Essential Services Plan. Hand-carried proposals must be delivered to the 87th Contracting Squadron at 2402 Vandenberg Avenue, Joint Base McGuire-Dix-Lakehurst, New Jersey 08641, with REAL ID required for installation access and visitor delays anticipated.

Section L – Instructions, Conditions, and Notices to Offerors
ADDENDUM TO RFO 52.212-1
INSTRUCTIONS TO OFFERORS
COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
The offeror agrees to hold the prices in its offer firm from offer due date until 15 October 2026.
Award shall be made to a single contractor. The basis for award of any contract resulting from this solicitation will be a Best Value determination using the evaluation factors of Past Performance, Technical Acceptability and Price, with Past Performance being more important than Price. Responses to the solicitation must be offers. All offers received will be evaluated using the stated factors. Failure to comply with the requirements of this solicitation may result in your offer being deemed unacceptable and excluded from evaluation.
Additionally, work under this requirement has been established as mission essential per R- DFARS Subpart 237.76 Continuation of Essential Contractor Services. As a result, all offers must include a contractor provided mission essential contractor services plan that will be evaluated by the Government. Failure to do so will result in your offer being deemed unacceptable and excluded from evaluation.
The Government intends to award a contract without discussions with respective offerors.
However, the Government reserves the right to conduct discussions if deemed in its best interest. The Government also reserves the right not to award a contract in response to this
RFP.
Award will be given to the responsible offeror whose offer represents the best value to the Government, considering Past Performance, Technical Acceptability and Price. A higher‑priced offer may be selected if its Past Performance demonstrates a lower performance risk and a greater likelihood of successful contract performance.

a. The Government will evaluate offers by adding the total price for all Contract Line-Item Numbers (CLINs). In the event of a discrepancy between a unit price and the extended CLIN amount, the unit price will govern. If only a total CLIN amount is provided, the Government will derive the unit price by dividing the total amount by the quantity.
