About this file
This document is an Antiterrorism Awareness pamphlet for contractors at Joint Base McGuire-Dix-Lakehurst (JB MDL), published by the 87th Antiterrorism Office in April 2024.
The pamphlet educates contractors on recognizing terrorism threats and suspicious activities that may indicate terrorist planning or targeting. Key awareness elements include identifying surveillance activities (unfamiliar people/vehicles, expired tags, illegally parked vehicles, repeated vehicle passages); elicitation attempts to extract sensitive information; security tests that probe physical barriers or procedures; acquisition of supplies such as explosives, weapons, or uniforms; and suspicious persons in unexplained locations. The document outlines three victim categories—by association, by location, and by opportunity—emphasizing that terrorism threats are often politically motivated. The Force Protection Condition (FPCON) framework ranges from Normal (routine security posture) through Alpha, Bravo, Charlie, and Delta (terrorist attack imminent or occurring), with increasing protective measures at each level. Contractors are instructed to remain alert to surroundings, know their environment, and recognize official organizational insignia. Emergency reporting procedures require contacting the 87th Security Forces Squadron at (609) 754-6001 or dialing 91-1 from landlines on base. When reporting suspicious activity, individuals should provide their name, company name, location with building details, callback phone number, and remain at their location until contacted by Security Forces or directed to move to a safe location via the Emergency Control Center.
