About this file

This document is an Antiterrorism Awareness pamphlet developed by the JB McGuire-Dix-Lakehurst Antiterrorism Office for contractors working at the joint military installation in New Jersey. The pamphlet provides contractors with guidance on identifying and reporting potential terrorist threats and suspicious activities affecting the base and surrounding community.

The document outlines four categories of potential terrorist targets: Victim By Association (wrong friends/place/time), Victim By Location (wrong place at wrong time), Victim By Opportunity (random circumstance at soft targets), and general awareness principles. Contractors are instructed to be alert to surveillance activities, including unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles remaining in one location, and vehicles repeatedly passing their location. The pamphlet details eight specific threat indicators to report: Surveillance, Elicitation, Tests of Security, Acquiring Supplies, Suspicious Persons Out Of Place, Dry Run, Deploying Assets, and Terrorism Financing. The document presents Force Protection Condition (FPCON) levels ranging from Normal through Alpha, Charlie, and Delta, with Delta representing the highest alert level indicating an imminent or occurred terrorist attack. Contractors are instructed to contact the 87th Security Forces Squadron at (609) 754-6001 to report suspicious activity and are provided emergency contact procedures including providing name, location, building information, and callback phone numbers. The pamphlet was updated April 22, 2024.
