About this file

This is a Questions and Answers (Q&A) document addressing clarifications on a federal contract solicitation for audiovisual and secure video teleconference (SVTC) system integration services.

The solicitation involves integrating existing government-furnished equipment including an AMX MXT-1000 touchscreen control panel, AMX DGX1600-ENC Enova Digital Media Switcher with integrated controller, Cisco CTS-C40-K9 SVTC codec, Cisco TTC8-02 TelePresence camera, and Logitech PTZ Pro 2 workstation camera. The Government clarified that it does not possess existing control-system source files, programming credentials, DSP configuration files, or software licenses, and offerors should not assume these will be provided. The Government also confirmed it will not distribute site-visit photographs or specific measurements to non-attending offerors but will issue an amended solicitation with a floor layout drawing. Technical volume submissions must follow standard 8.5 × 11-inch letter-size formatting. The correct contact is Patrick Collins at patrick.p.collins.civ@us.navy.mil, and the authoritative attachment references are Attachment 02 for the Pricing Schedule and Attachment 04 for Site Visit Information. The Government does not require offerors to identify exact manufacturer and model numbers for all proposed equipment in their technical volumes and confirmed that subcontractor past performance will be evaluated as part of Factor 2 evaluation. No modifications to the conference room table are permitted, and no additional cybersecurity or CUI-handling requirements beyond those in the solicitation and PWS currently apply.

Question # PWS Section Question Response

2 PWS 1.2

Please identify, if available, the manufacturer, model, firmware/software version, and applicable programming environment for the existing touchscreen control panel, control processor, SVTC codec, SVTC camera, and workstation camera.

The PWS is revised to add the following. Existing Government-

Furnished Equipment. Please see amendment 0001 of the solicitation:

• Touchscreen Control Panel: AMX MXT-1000 Modero X 10.1-inch Tabletop Touch Panel

• Control Processor: Integrated AMX controller within the AMX

DGX1600-ENC Enova Digital Media Switcher

• SVTC Codec: Cisco CTS-C40-K9

• SVTC Camera: Cisco TTC8-02 TelePresence Precision HD

Camera

• Workstation Camera: Logitech PTZ Pro 2, Model V-U0035

Will existing control-system source files, programming credentials, DSP configuration files, licenses, and administrator credentials necessary for integration be made available to the awardee?

No. The Government does not have the existing control-system source files, configuration files, programming credentials/passwords, or software licenses for the current system.

Offerors should not assume that any existing programming files or credentials will be provided.

Will site-visit photographs, measurements, equipment model information, or

Government responses to site-visit questions be made available to offerors that are unable to attend?

No. The Government will not generate or distribute site visit photographs, specific field measurements, or equipment model inventories to non-attending offerors. However, an amended solicitation will be issued containing a floor layout drawing.

Questions from site visit attendees must be submitted by email.

Questions and answers will be made public without identifying the source of the question.

ADD 01 identifies the site-visit document as Attachment 06 and the Pricing

Schedule as Attachment 04. The solicitation package provided identifies the Site

Visit as Attachment 04 and the Price Schedule as Attachment 02. Please confirm the correct attachment references.

The Government acknowledges the numbering discrepancy in

ADD 01. The attachment numbering outlined in the base Solicitation Package is authoritative: Attachment 02: Pricing

Schedule and Attachment 04: Site Visit Information. An amended solicitation will be issued with updated documentation aligning all cross-references to match the solicitation structure.

ADD 01 specifies a technical-volume page size no larger than 8.5 inches by 10 inches. Please confirm that 8.5 × 10 inches is the intended maximum page size rather than standard 8.5 × 11-inch letter size.

The Government clarifies that the specification of 8.5 × 10 inches in ADD 01 was a typographical error. The correct allowable maximum page size for the Technical Volume is standard 8.5 × 11-inch (Letter size) paper. The solicitation instructions will be formally amended to reflect standard 8.5 × 11-inch formatting.

Please confirm the correct email address for Mr. Patrick Collins. ADD 01 identifies Patrick.p.collins.civ@us.navy.mil, while the Site Visit attachment identifies patrick.p.collins@us.navy.mil.

The Government confirms that the correct email address for Mr.

Patrick Collins is patrick.p.collins.civ@us.navy.mil. The Site Visit attachment will be updated to reflect this address.

For Factor 2, will relevant past performance of a proposed subcontractor or teaming partner be considered, or will the Government evaluate only the prime offeror's past performance?

The relevant past performance of a proposed subcontractor will be considered.
