About this file

This document is an Addendum to FAR clause 52.212-1 providing instructions to offerors for submitting quotes on a U.S. Navy contract for audiovisual (AV) system design and integration services at Joint Region Marianas.

Quotes must be submitted via email to Alice Mendoza (Contract Specialist) and Patrick Collins (Contracting Officer) by the deadline specified in Block 8 of SF 1449. All technical and administrative questions must be submitted in writing at least three business days prior to the submission deadline. Email submissions must not exceed 10 MB, and hand delivery, postal mail, express mail, and fax submissions are not accepted. Prospective offerors are highly encouraged to attend a pre-proposal site visit on September 10, 2026 at 1300 ChST at Joint Region Marianas Headquarters, Building 200 (Nimitz Hill).

Quotes must be submitted in two separate volumes: Volume I (Technical Capability and Past Performance, limited to 23 pages using Times New Roman font size 10 or larger on 8.5" x 11" pages) and Volume II (Price, no page limit). Volume I must include four distinct sections: a high-level strategy overview highlighting technical advantages; a preliminary system architecture and signal-flow diagram showing end-to-end video, audio, control, and presentation signal paths; a step-by-step execution approach addressing physical installation, logical configuration, system calibration, and mitigation of disruption to existing Flag Conference Room operations; and details demonstrating how new AV components will interface with existing equipment (SVTC codec and camera, workstation camera, touchscreen control panel, control processor, and half-rack cabinet). Past performance must include one to three recent and relevant contracts from the last five years involving commercial-grade AV system design, installation, programming, and integration for defense-sector conference rooms with multi-network presentation streams (NIPR/SIPR) or secure VTC architectures. Volume II must contain a completed and signed SF 1449 acknowledging all amendments and a completed Schedule of Supplies/Services with firm-fixed pricing for all line items. The Government intends to award without discussions but reserves the right to conduct discussions if necessary and to award to other than the lowest-priced proposal if in the Government's best interest.

All technical and administrative questions must be submitted in writing by email no less than three (3) business days prior to the quote submission deadline. The government may not address questions received less than three (3) business days prior to the date and time specified in Block 8 of the SF 1449.

Email messages in excess of 10 MB will not be received. Quoters are reminded to be cognizant of the size of any attachments and the size of any email that approaches the limit. An email that is less than 10 MB in size does not guarantee it will be received.

Hand delivery, postal mail, express mail, or fax submissions will not be accepted.

To facilitate a fast and efficient evaluation, quotes should be clear, concise, and submitted in two (2) separate volumes:

• Volume I: Technical Capability (Approach and Design) and Past Performance

(Note: No pricing information shall be included in this part). The page limit is 23 pages using Times New

Roman font size 10 or larger and formatted for a page size no larger than 8 ½ inches by 10 inches.

• Volume II: Price

The Government intends to award a contract without discussions with quoters. Accordingly, each quoter should submit its most favorable terms from a price and non-price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The

Government reserves the right to award a contract to other than the lowest priced proposal if it is in the best interest of the Government.

1.1 Pre-Proposal Site Visit

Prospective offerors are highly encouraged to attend the Government-scheduled pre-proposal site visit at Joint

Region Marianas Headquarters, Building 200 (Nimitz Hill) on 10 September 2026 at 1300 ChST. (See Att 06

Site Visit)

2.0 Volume I: Technical Capability (Approach and Design) and Past Performance

Note: Do not include any pricing information in Volume I.

2.1 Factor1: Technical Capability

Quoters must provide a technical narrative and engineering design that demonstrates a thorough understanding of the Performance Work Statement (PWS) requirements.

The Technical Capability submission must be organized into the following four (4) distinct sections and provide:

Section 1: A high-level overview of the proposed strategy, emphasizing specific technical advantages, design optimizations, or enhancements that offer exceptional value to the Government.

Section 2: A preliminary system architecture/signal-flow diagram showing the proposed end-to-end video, audio, control, and presentation signal paths, including port-to-port connections, directional arrows, and cabling types

(copper, fiber).

mailto:alicekc.b.mendoza.civ@us.navy.mil mailto:Patrick.p.collins.civ@us.navy.mil

Section 3: A step-by-step description of the execution approach. This narrative must address physical installation, logical configuration, and system calibration. It must also include a detailed plan demonstrating how disruption to the existing Flag Conference Room operations will be mitigated on-site at Joint Region Marianas.

Section 4: Detail demonstrating how the new AV components physically, electrically, and logically interface with the following existing equipment identified in the PWS: SVTC codec and camera; workstation camera; touchscreen control panel and associated control processor; and existing half-rack cabinet.

2.2 Factor 2: Past Performance

Quoters shall provide a list of at least one (1) but not more than three (3) recent and relevant contracts performed within the last five (5) years. "Relevant" is defined as providing commercial-grade AV system design, installation, programming, and integration, with particular emphasis on defense-sector conference rooms utilizing multi-network presentation streams (NIPR/SIPR) or secure VTC architectures and is similar in scope to this performance work statement (PWS).

For each contract, provide:

1. Customer/Agency Name and Contract Number.

2. Point of Contact (Name, Phone Number, and Email Address).

3. Total Contract Value and Period of Performance.

4. A brief (1-2 paragraph) description of the services provided, highlighting any work conducted on military installations.

3.0 Volume II: Factor 3: Price

This volume has no page limit and must contain the following:

SF 1449: A completed and signed Standard Form (SF) 1449, acknowledging all amendments (if any).
