About this file
This is a Performance Work Statement (PWS) for an Audio Visual (AV) refresh project at Building 200 Flag Conference Room, Joint Region Marianas (JRM), under Commander Navy Installations Command (CNIC) at Naval Base Guam. The project objective is to upgrade the conference room's primary display and audio capability while maintaining dependable presentation connectivity for both NIPRNet and SIPRNet Government computers, and to retain existing Government-furnished equipment including a Cisco SVTC codec, Cisco TelePresence camera, Logitech workstation camera, AMX touchscreen control panel, and existing half-rack cabinet.
The contract consists of five Contract Line Item Numbers (CLINs). CLIN 0001 covers project coordination and site verification, including schedule coordination with the Contracting Officer's Representative (COR) and pre-installation verification of mounting surfaces, cable pathways, power availability, and system interfaces. CLIN 0002 requires furnishing and installation of minimum equipment: two commercial-grade displays (95-inch diagonal minimum), two wall mounts, two ceiling-mounted beamforming microphone arrays, eight ceiling speakers, one audio amplifier, one DSP with acoustic echo cancellation, a dedicated physical microphone mute button, NIPRNet/SIPRNet presentation connectivity, AV switching/control hardware, rack power distribution and UPS support, bulk cabling, workstation camera mounting hardware, and rack hardware with cable management. Displays must not include embedded Wi-Fi or Bluetooth unless approved. CLIN 0003 requires programming and configuring the existing touchscreen and control processor, DSP configuration for room audio and conferencing, integration of existing SVTC equipment with refreshed displays and audio, preservation of workstation camera functionality, and delivery of configuration files to JRM. CLIN 0004 encompasses system validation testing of all presentation inputs, display outputs, audio routing, and microphone functions; verification of reused equipment; correction of deficiencies; and provision of final equipment list, as-built documentation, rack layout, cable labels, configuration notes, user training, quick-reference guide, and warranty information. CLIN 0005 requires removal of the existing credenza and obsolete displays/cabling while preserving the SVTC codec, cameras, touchscreen, control processor, and cabinet for Government property turnover to the COR. The required completion date is 31 December 2026. Deliverables include project schedule updates as required during performance, and at system delivery: final equipment list, as-built documentation package, control/DSP configuration files, quick-reference guide, and System Operational Verification Test (SOVT) acceptance checklist. The place of performance is Building 200 Flag Conference Room at Naval Base Guam, and contractor personnel must comply with DBIDS credentialing, citizenship, background-check, and physical-security requirements for base access.
