About this file

This document provides an amendment to a request for proposal for government-to-government operational support services. The amendment responds to additional cost questions submitted by offerors and clarifies that allowances will be paid under the contract consistent with the Department of State Standardized Regulations and offerors' proposed approaches. The amendment also confirms that funds provided directly to the Government of Senegal for implementation of activities will be transferred from USAID to the GOS, and the offeror will not play a role in fund transfers between the two governments. The purpose of the support services is to improve the effectiveness of USAID's health, education, and water, sanitation and hygiene programs through analytic, management, capacity building and logistics services to GOS ministries including the Ministry of Health and Social Action, Ministry of Education, and Ministry of Water and Sanitation. The deadline for full proposal submission under solicitation number 72068521R00006 is June 11, 2021 at 5:00 PM local Dakar time.

REQUEST FOR PROPOSAL (RFP) 72068521R00006

Government-to-Government Operational Support (G2G Ops)

Questions and Responses

Cost Questions

Question 1:

RFP section L.8.2, includes a note that “allowances will not be paid under this contract”.

Kindly clarify/confirm that this is a typo and the applicable post allowances will in fact be paid consistent with DSSR and offeror’s proposed approach.

USAID Response:

Per AIDAR 752.7028 re. Differential and Allowances dated July 1996 and per DSSR, allowances are indeed authorized. Please disregard the sentence that allowances will not be paid under this contract.

Question 2:

In regards to the answer to question #10 under the cost section, can USAID confirm that the direct provision of funds to the Government of Senegal will be done by USAID, with no expectation that the Implementing Partner will be expected to directly fund GoS agencies?

USAID Response:

USAID confirms that the GOS entities listed in the table as receiving USAID funding for the implementation of G2G activities will receive those funds through Implementation Letters signed with the GOS. The definition of G2G is government-to-government, meaning the funds will be transferred directly from the USG to the GOS.

The Offeror will not play a role in the transfer of funds between our two governments.

The purpose of the table is to inform the Offeror of which GOS entities are G2G beneficiaries and will be supported (technical assistance) by G2G Ops during the course of the award.
