About this file
This document is the 2023 Land Port of Entry Design Standard (LPOEDS) Quick Reference Guide from U.S. Customs and Border Protection (CBP). The guide provides comprehensive standards for planning, renovating, and equipping CBP spaces at land port of entry facilities, replacing the 2018 version after 18 months of development. Key changes include updated design considerations focusing on energy efficiency, sustainability, and operational flexibility, revised room data specifications with clarified security requirements, and incorporation of new operational policy changes such as new technologies and backup emergency power requirements.
The document serves as a national policy and facility development standard for CBP land port of entry facilities, establishing design protocols, identifying project stakeholders, and providing technical criteria for building materials and systems. It aims to foster best practices and incorporate lessons learned from existing facilities. The guide is organized into various sections covering facility planning, space requirements, vehicle inspection spaces, commercial inspection areas, and detailed room data sheets. For technical assistance or questions, CBP recommends contacting the Technical Service PMO at OFAMTECHNICALSERVICESPMO@cbp.dhs.gov.

About the Land Port of Entry Design Standard
U.S. Customs and Border Protection (CBP) developed the Land Port of Entry Design Standard (LPOEDS) to provide consistent requirements for planning, ren-ovating, and equipping CBP space at land port of entry facilities. This Standard pro-vides guidance and protocols, establishes facility design requirements and standard-ized procedures for land port of entry fa-cilities. This Standard identifies project stakeholders and applicable codes and regulations, defines operations, describes design concepts, categorizes spaces, and provides technical criteria for building materials and systems. The LPOEDS is used to develop planning and program-ming criteria for inclusion in programs of requirements, direct execution of design and engineering documentation, and in-form construction and construction admin-istration. The LPOEDS also establishes project closeout and post occupancy roles and responsibilities. The 2023 LPOEDS is the culmination of 18 months of effort to modernize the 2018 requirements.
Land Port of Entry Design Standard Quick Reference
Guide 2023
Changes from the 2018 Standard
The modifications from the 2018 LPOEDS fall primarily into the following cate-gories:
⇒ Document Development
⇒ CBP-Specific Design Considerations
⇒ New Content in Several Facility and Engineering Discipline Chapters
⇒ New and Improved Graphics
⇒ OFO Operational Policy Changes
The following is a list of major changes found in the 2023 LPOEDS:
Document Development—This document continues the utilize the organization structure from the previous Standard to make the LPOEDS simple to navigate and consult relevant sections to ensure compliance with CBP requirements and consistency across CBP facility design standards.
Design Considerations— The updated design considerations aim to create energy efficiency, sustainability, design flexibility, and streamline operations and inspec-tion processes.
Room Data Specifications—Revisions to the room data sheets include identifica-tion of construction materials, and clarifications of physical security require-ments, changes in square footages to reflect operational needs.
Revised Content—Appendices were developed and added or older ones removed, such as Submittal Requirements, Firing Range, Vault Build Guide, and Enclosed Secondary, CAVSS Design Guide.
New and Improved Graphics—The incorporation of new diagrams/graphics, and the revision of some existing diagrams/graphics, aims to increase clarity and en-sure layout/design consistency across land port of entry facilities.
OFO Operational Policy Changes—New operational policy changes have been captured in this new edition of the LPOEDS, to include, but are not limited to new technologies, new back up emergency power requirements, and clarification on forced entry ratings on the booths.
Design Standards— The LPOEDS and all other design standards can be found

LPOEDS Mandate
The 2023 LPOEDS amends and replaces the land port of entry facilities requirements in the 2018 LPOEDS and all previous revisions. The LPOEDS serves as a reflection of national policy, procedures and facility development standards for the design and construction of CBP land port of entry facilities within the United States. This revised document builds on lessons learned from the construction and use of existing CBP land port of entry facilities and aims to foster inclusion of the most current best practices, revised requirements, and new gov-ernment regulations and directives.
