About this file
This is a Statement of Work (SOW) for architectural and engineering (A/E) services for the modernization and expansion of the Coburn Gore Land Port of Entry (LPOE) in Maine. The project, awarded by the U.S. General Services Administration (GSA), will involve designing a new facility for U.S. Customs and Border Protection (CBP) using a Design-Bid-Build delivery method. The estimated construction cost is $93,840,000, with project duration spanning from October 2024 to September 2029.
Key project objectives include creating a fully operational LPOE that meets CBP's mission requirements, incorporates sustainable design elements, and is climate-resilient. The scope encompasses developing three design concepts, conducting environmental assessments, and achieving LEED Gold and SITES Silver certifications. The project will modernize the existing port facilities, include new housing for CBP officers, and implement advanced technologies. Critical design considerations include net-zero energy readiness, all-electric systems, low embodied carbon materials, and integration with the Canadian port of entry at Saint-Augustin-de-Woburn, Quebec. The A/E team will be responsible for comprehensive design services, stakeholder coordination, and adherence to multiple federal and agency-specific standards throughout the project lifecycle.

1.2. Prior Studies and Program Discussions
● A2018FeasibilityStudy(FS)conductedbytheGSAanddevelopedbyPARSONSexaminedthecurrentcapabilitiesof the LPOE and reviewed its deficiencies in technology and operations and plans for future expansion. With the collaboration of U.S. Customs and Border Protection (CBP), three solutions were produced, with a Preferred Alternative (PA) chosen and documentation provided to describe the masterplan of the new LPOE, roadway modifications, and treatment of the historical port and residences. A subsequent budget was also developed to correspondtotheexpansionworkscopeofthePA.DetailsofthisstudyandthePAareprovidedwithintheappendixof this SOW.
