The amendment extends the offer receipt deadline from November 17, 2025, to December 17, 2025, to allow the Government time to prepare and provide additional technical documents. Key changes include: designating two attachments as Controlled Unclassified Information, adding three new documents to the Master Attachment List (including a Building Information Modeling guide), replacing the Contracting Officer from Jim Adamo to Molly Lewis, and extending the deadline for requests for clarification to November 28, 2025. The amendment also introduces a new Bid Guarantee requirement, mandating a bid guarantee of 20% of the bid price or $3,000,000, whichever is less, with specific conditions for bid submission and potential default.
