About this file

This Statement of Work (SOW) details the Hydro-Quebec Three Phase Power Connection project for the Coburn Gore Land Port of Entry (LPOE) in Maine. The project involves extending three-phase power from Woburn, Canada to the international border, with a scope that includes installing power lines across approximately 2.2 miles, potentially replacing up to 60 poles. The power requirements include 1,379 kW for the Main Port Building/Commercial Inspection Building (approximately 1900A @ 480V) and 431 kW for CBP Housing (approximately 240A @ 480V).

The project involves multiple stakeholders, including GSA, U.S. Customs and Border Protection (CBP), Hydro-Quebec, Maine Department of Transportation, and contractors such as JACOBS Technologies Inc. (Construction Manager), Dattner Architects (Design A/E), and Johnson, Mirmiran & Thompson (NEPA environmental assessment). The electrical contractor will be responsible for engaging Hydro-Quebec, developing installation estimates, preparing logistical plans, and coordinating cross-border power connection logistics. The project is part of a Land Port of Entry modernization and expansion effort, with a focus on design excellence and meeting federal building standards.

The Statement of work is to outline the worktobeperformedtoextendthethreephasepowerfromWoburn,Canadatothe International Border at Coburn Gore, ME

1.1. Background and Scope of Work to be performed

Concurrent with the development of the expansion of the Coburn Gore LandPortofEntry(LPOE)project, threephasepoweristobeprovidedto the project from Canada into the United States, in adherence to the requirements under the United States Customs and Border Protection (CBP) LPOE Design Guideline and the GSA Core Building Standards.

The LPOE consists of aMainBuilding and four stand-alone residences on3.6acresofproperty; whichstraddle both sides of State Route 27.

The program of the expansion of the Coburn Gore LPOE consists of two separate buildings, and the expected power requirements are as follows:

Main Port Building / Commercial Inspection Building / Historic LPOE

● 1379 kW

○ Approx. 1900A @ 480V / 3 Phase, assuming 0.9 power factor CBP Housing

● 431kW/479kVA

○ Approx. 240A @ 480V / 3 Phase, assuming 0.9 power factor

We will be providing two separate services - one dedicated service for the LPOE, and another for the CBP Housing building.

The three phase power lines will be brought to the last pole at the Canadian side of the border, and continue across the border to a new pole that will be installed on the same side (south side) of the road in the United States. A weatherproof disconnect switch, along

Project No. NVT: TBD Design & Construction Division (1PTC) Contract No. TBD with any other items required by the utility, is to be installed on the last pole on the Canadian side. It is anticipated that two pole mounted transformers (currently serving the single phase power to the LPOE, will need to be replaced by Hydroquebec , along with weatherproof end connection which is to be installed on the new pole on the United States side and be prepared to allow future connections to be installed with the construction of the LPOE and Housing buildings. Contractor will be provided concept level design plans for determination of the pole location. Transformers by Hydroquebec are to be placed as close to the LPOE and the CBP Housing building as possible to mitigate voltage drops. It is anticipated that the new LPOE will be approximately 300 Feet from the border. It is anticipated that a spare transformer will be procured as backup for emergency replacement needs.
