About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department regarding RFP #2025-04-20 for Fleet Vehicles. The RFP seeks pricing for four categories of vehicles: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than specifying particular makes and models, the County will request detailed specifications and pricing from the winning bidder(s) on a case-by-case basis depending on departmental needs. For example, Adult Probation may request a full-size SUV, while other departments may need sedans, small SUVs, or mid-size pickup trucks. The County clarified that it is not seeking vehicle upfitting services. Sealed proposals are due by 3:00 p.m. on February 25, 2026, at the Franklin County Purchasing Department, where they will be publicly opened and proposer names read aloud. Proposals must be submitted by mail or dropped off in person; email and fax submissions are not accepted. The opening of sealed proposals will occur virtually via Microsoft Teams, with details available on the County Purchasing Office website.
The document does not contain information regarding pricing terms, set asides, incumbents, funding sources, or contract amounts. No site visits, bidder's conferences, or award dates are mentioned in this Questions and Answers document. The deadline for submitting questions was February 13, 2026, and no further questions will be answered beyond those addressed in this final Q&A submission.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
