About this file
This document is an instructional guide for submitting electronic bids through the PennBid system for a Horsham Township, Pennsylvania procurement solicitation involving demolition and site restoration services at 234 McKean Road. The project scope encompasses demolition of an existing residential home, detached garage, two sheds, and an asphalt driveway, along with capping a domestic water well, abandoning a sanitary service line at the main, and restoring a stream crossing access point damaged by previous flooding. All disturbed areas must be graded to match surrounding topography and permanently stabilized. A mandatory pre-bid meeting is scheduled for Thursday, April 2, 2026, at 1100 Limekiln Pike, Ambler, PA 19002, beginning at 11:00 a.m. Bids are due by September 9, 2025, with submissions made exclusively through the PennBid electronic procurement platform.
Bidders must register with PennBid and submit sealed bids electronically by the established deadline, with the option to withdraw and edit submissions prior to closure. Required bid submission documents include a bid bond or other bid security, bidder's acknowledgement form, bidder qualification statement, non-collusion affidavit, agreement of surety, public works employment verification form, and a list of subcontractors. The three apparent low bidders must submit original documents with signatures to the receiving agency within three business days following bid opening, along with recent financial statements. Bidders automatically join the bidders list upon downloading project documents. The PennBid system maintains sealed bid confidentiality until bid opening and provides a centralized platform for all questions, answers, and bid modifications, with bidders receiving email confirmation of successful submissions.
