About this file

This is a Measurement and Payment specification document for the Horsham Township project located in Pennsylvania, detailing the procedures and payment methodology for demolition and site restoration work. The project scope encompasses the complete demolition of a residential home, detached garage, two sheds, and an asphalt driveway; capping of a domestic water well in coordination with the Montgomery County Department of Health; abandonment of a sanitary sewer service lateral at the main with removal of the grinder pump and on-lot capping; and restoration of disturbed areas through topsoil placement, seeding, and permanent vegetation establishment. A mandatory pre-bid meeting is scheduled for Thursday, April 2, 2026, at 1100 Limekiln Pike, Ambler, PA 19002 (Kohler Park) at 11:00 AM. The measurement and payment structure utilizes unit price methodology based on the contract's Schedule of Bid Items, with the Resident Project Representative responsible for all measurements and quantity computations in accordance with the Drawings and Project Manual.

The contract employs a lump sum payment approach for demolition, water well capping, and sanitary sewer lateral abandonment, with each item inclusive of all necessary materials, labor, and equipment. Topsoil placement, permanent vegetation, hauling, and material disposal are specified as incidental costs not subject to separate line item payment and must be included within the base contract pricing. The contractor bears full responsibility for arranging proper disposal of all demolished and waste materials at a permitted facility, as the owner has not pre-arranged a disposal site. All work must be performed in strict accordance with the Drawings, Project Manual, and the Agreement's Schedule of Bid Items, with backfill required to be debris-free, compacted, and void-free to prevent settlement.
