About this file
This file is a Contract Closeout specification section (01 70 00) applicable to the Horsham Township 234 McKean Road Demolition project in Pennsylvania. The specification establishes mandatory procedures for project completion, including final inspection certification, punchlist resolution, and final cleaning requirements. The contractor must maintain on-site record documents throughout construction, including marked-up drawings, specifications, addenda, change orders, shop drawings, and product data reflecting actual work performed. A mandatory pre-bid meeting is scheduled for Thursday, April 2, 2026, at 1100 Limekiln Pike, Ambler, Pennsylvania 19002, at 11:00 AM. The project scope encompasses demolition of an existing residential home, detached garage, two sheds, and asphalt driveway removal, along with domestic water well capping and sanitary service line abandonment. Site restoration includes temporary stream crossing repairs and grading of disturbed areas to match surrounding topography with permanent stabilization.
The closeout procedures require submission of written certification that contract documents have been reviewed and work is complete and ready for engineer review, followed by engineer final inspection and punchlist preparation. Final payment is contingent upon final completion and acceptance. Documentation requirements prior to final payment include payroll certifications for subcontractors and suppliers (if price exceeds $25,000), waivers of liens from all subcontractors and suppliers, maintenance bonds, outstanding change orders with supporting documentation, and test or sample results. Final cleaning must include equipment sanitation, filter cleaning or replacement, debris removal from drainage systems, site sweeping, and removal of all waste, surplus materials, and construction facilities. All operating products and equipment must be adjusted to ensure proper function prior to project closeout.
