Executive Summary
CT Consultants, Inc. (CT) provided an Ohio Department of Health (ODH), Division of Quality
Assurance – Lead Program certified Lead Risk Assessor to conduct the lead paint inspection of painted surfaces of selected interior building components in Buildings 20, 25, 31, and 36 and for the presence of lead. The inspection was conducted on April 12 and 13, 2023 by Mr. Robert
Serlin of CT.
The lead-based paint (LBP) inspection of the building was conducted in accordance with the
United States Department of Housing and Urban Development (HUD) Guidelines for the
Evaluation and Control of Lead-Based Paint Hazards in Housing, 2nd Edition, dated July 2012.
CT utilized a Niton x-ray fluorescence (XRF) Lead Analyzer (SN25587) to detect the presence of LBP through non-destructive techniques.
CT identified 11 painted surfaces that contain LBP. Of those 11 surfaces, two were intact and nine were in poor condition.

LEAD-BASED PAINT INSPECTION
CT Consultants, Inc. (CT) conducted a lead-based paint (LBP) inspection of painted surfaces of selected interior building components in Buildings 20, 25, 31, and 36 at Chillicothe Veterans
Affairs Medical Center (Chillicothe VAMC), located at 17273 State Route 104 in Chillicothe, Ohio on April 12 and 13, 2023.
2.1 Project Purpose and Objective
The purpose of the inspection was to identify building components containing lead to facilitate safe work practices during routine maintenance and potential renovation activities. CT provided an Ohio Department of Health (ODH) Division of Quality Assurance – Lead Program Certified
Lead Risk Assessor to conduct the LBP inspection of the interior painted building components of the buildings for the presence of lead.
2.2 Inspection
The inspection was conducted on April 12 and 13, 2023, by Mr. Robert Serlin (ODH Lead Risk
Assessor License Number LA9539) of CT. A copy of Mr. Serlin’s certification is included in
Appendix A.
The LBP inspection of the building was conducted in accordance with the United States
Department of Housing and Urban Development (HUD) Guidelines for the Evaluation and
Control of Lead-Based Paint Hazards in Housing, 2nd Edition, dated July 2012. TTL utilized a
Niton x-ray fluorescence (XRF) lead analyzer (SN 25587) to detect the presence of LBP through non-destructive techniques.
Each enclosed area (room, closet etc.) in the buildings were allocated a functional space (FS) name unique to that area for the inspection purposes. The inspection was carried out in each
FS and each painted building component tested. CT conducted an inspection of surfaces with non-factory finishes. A copy of the Niton XRF analyzer data is included in Appendix B and maps are contained in Appendix C. The analyzer data table includes sample locations, condition of paint, and sample results. LBP is defined by the United States Environmental
Protection Agency (U.S. EPA) and HUD as containing more than 1.0 milligrams of lead per square centimeter (mg/cm2) of area.

2.3 Results
During the lead inspection, CT identified 11 painted surfaces that contained LBP. Of the 11 painted surfaces, two surfaces were in intact condition and nine surfaces were in poor condition. LBP is defined by the United States Environmental Protection Agency (U.S. EPA) and
HUD as containing more than 1.0 mg/cm2 of area.
Table 1.0 identifies the LBP in Buildings 20, 25, 31, and 36. Refer to Appendix B for the Niton
XRF data for identified painted surfaces in the buildings.

CONCLUSIONS/RECOMMENDATIONS
CT conducted an LBP inspection on April 12 and 13, 2023. A total of 11 painted surfaces were identified as LBP. Two surfaces were in intact condition and nine surfaces were in poor condition. CT recommends any maintenance, renovation, or demolition work be conducted in accordance with the requirements of OSHA’s Lead in Construction Standard 29 CFR
1926.62. Clean up activities should be completed by workers trained by the EPA Renovation, Repair and Painting (RRP) Program. Care should be exercised during these activities to minimize worker exposure to lead.
CT recommends the following courses of action to limit potential worker exposure to lead.
Hazard Communication
Ensure that all employees are trained on the health hazards of chemicals used. The Hazard
Communication regulation requires the employers obtain the Safety Data Sheets (SDS) for all hazardous chemicals and have them readily available to employees.
In addition, employers are required to provide Hazard Communication Training to explain to employees the proper methods of safely working with the chemicals they utilize.
Proper handling of materials may include the use of personal protective equipment (PPE) such as gloves or disposable body coverings to prevent incidental contamination of skin or clothing.
Respiratory Projection
Use of respiratory protective equipment involves having a Respiratory Protection Program that meets the minimum requirements of 29 CFR 1910.134 (OSHA’s Respiratory Protection
Standard) with the necessary elements in place to ensure that the use of respiratory protective equipment does not adversely affect personnel while still providing adequate protection from airborne hazards.
LIMITATIONS
CT has made reasonable efforts to identify LBP based upon the standard of care in the environmental industry existing at the time of the inspection. This inspection only summarizes the potential presence of visually observed materials at the time of the LBP
3 | P a g e inspection. The inspection was limited to accessible painted surfaces.
The information contained in the report was based upon specific parameters and regulations in force at the time of the inspection. The information herein is only for the specific use of
Chillicothe VAMC and CT, unless written authorization is obtained from CT. CT accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, nor does this report represent an instrument of regulatory compliance or lead abatement specification.
