1.0 EXECUTIVE SUMMARY
On June 14, 2023, Castle Hill Associates, LLC was contracted by the US Department of Veterans Affairs (VA) to perform a 6-month asbestos surveillance inspection of the occupied buildings at the Chillicothe VA Medical Center in Chillicothe, OH. The survey was performed as part of the VA Contract Number 36C25021D0039. The Performance Work Statement (PWS) issued by the VA defined the scope of work for the asbestos surveillance inspection.
The inspection was conducted by Priscilla Bersee who is licensed by the Ohio EPA as Asbestos Hazard Evaluation Specialist. The project manager was Brett Brumbaugh who is also an Ohio EPA as Asbestos Hazard Evaluation Specialist and Project Designer. There were numerous asbestos surveys, surveillance inspections, and reinspections conducted at the facility and those reports were reviewed and utilized by Castle Hill as part of this reinspection. There were no limitations or exceptions to the PWS for the surveys conducted.
The basis of this inspection was the AHERA Asbestos 3-year Reinspection survey conducted by Castle Hill Associates in December of 2022. The intent of the 6-month surveillance inspection is to determine any changes in condition of the previously identified asbestos containing materials in the facilities. The 6-month reinspection process was originally specified in the US EPA AHERA (Asbestos Hazard Emergency Response Act) regulation which was passed by Congress in 1986.
The regulation was adopted by the US Department of Veteran Affairs by VHA Directive 7714 dated April 14, 2017.
This directive establishes the Veterans Health Administration (VHA) policy on the identification, management, and control of hazards related to asbestos-containing materials (ACM) at Department of Veterans Affairs (VA) facilities. It is the intent of this policy to assist facilities in developing a comprehensive building asbestos survey, Operations and Maintenance (O&M) plan, and local policies that comply with each of the federal regulations listed below. AUTHORITY: Title 38 United States Code 7301(b); 29 Code of Federal Regulations (CFR) 1910.1001; 29 CFR 1926.1101; 40 CFR Part 763, Subpart E; and 40 CFR 61.
As part of this 6-month surveillance inspections, all previously identified asbestos containing materials were observed and their current condition compared to the original inspection. All accessible functional areas in the buildings were surveyed.

3.0 CONCLUSION/RECOMMENDATIONS
An operations and maintenance (O&M) program has been developed by the VAMC specifically for the positively identified ACBM in the facilities. Any renovation/demolition work which may impact these positive materials should be conducted in accordance with the O&M program and all applicable Federal, state, and local regulations by appropriately trained and VA-approved personnel and contractors. Since demolition was not performed as part of the inspection work at the facilities, certain areas such as pipe chases and areas above fixed permanent ceilings, fire-door interiors, and vault/safe wall and door linings were not inspected or tested. Prior to renovation and alteration work which could impact these areas, Castle Hill recommends that exploratory demolition be performed and a qualified inspector be utilized to examine the areas and collect samples as needed. Castle Hill recommends sampling of roofing materials and electrical components (not specifically examined as part of this survey) if renovation activities are planned which may disturb these materials.
