1. 3-28-22 3-29-22 Please confirm the selection methodology for award. In section 2.2 we see that FAR Part 15 for LPTA is cited for award but then the same section makes reference to “best value”. Both of those statements seem to be in conflict. Will the government be making award to the Lowest Price Technically Acceptable or can the government make award to a higher priced solution due to superiority of technical approach or other reasons?
Please be aware that the highlighted sentence from the Instructions to Offerors, “This is a Request for Proposal (RFP) in accordance with FAR Part 15. Award will be made to the offeror whose proposal represents the “best value” to the Government Utilizing the Lowest Price Technically Acceptable (LPTA) method of evaluation. In order to receive consideration for award, a rating of ACCEPTABLE must be achieved for both Factor 1 Technical Approach (Technical) and Factor 2 Project Challenges/Phasing & Schedule (Technical)” is accurate and standard language.
This procurement is LPTA and the language in the solicitation will remain as is as it is the standard utilized for LPTA procurements from our office.
2. 3-29-22 4-26-22 There are a few locations in the SOW/solicitation and “CLIN 03: All work as identified by the drawings and specifications for Building 39.” But I do not see where drawings for bldg. 39 were provided. Can you please clarify.
See attached B39 drawings.

3. 3-29-22 4-26-22 Specifications (page 8 of 1281) Section 01 00 00 para 1.2 GENERAL INTENTION “Provide new prefabricated exterior electrical room at each building to house new generator, ATS, panelboards and associated electrical distribution.” Can this be clarified as 90ES100 only reflects one prefabricated room that feeds bldgs. 88,90 & 91?
This refers to (2) assemblies serving B88/89/90/91. See updated site plans with additional information. New gen sets are not required. Drawings are schematic in nature and specification 26 05 91 includes deferred design of each enclosure. Contractor shall design and submit proposed exterior electrical enclosures for approval.

5. 3-31-22 4-26-22 Reference Attachment 12, page 24 of 1281 there is reference to APPENDIX A – BID FORM TEMPLATE (ATTACHED). The subsequent pages have forms for individual cost breakdown by division for each bldg. The RFP document has a similar Lump Sum breakout per bldg. The Price Schedule is typically what we see, however the extensive breakout per division/per bldg. in “APPENDIX A” is quite large.
a- Is the “APPENDIX A” a requirement in conjunction to the Price/Schedule and both must be submitted?
b- If “APPENDIX A” is a requirement, the form only has columns for four(4) labor entries, whereas there will be many other trades involved in the project. Where do we insert trades not otherwise listed in the column headings?
c- If “APPENDIX A” is a requirement, are all Prime & lower tier contractors OH/Profit, insurances, bonds etc.. to be added to each line item in order to total to the right?
d- If “APPENDIX A” is a requirement, is there Excel versions of the files available for the bidders use?
a. Appendix A is required.
b. See attached revised Bid Template
c. Confirmed, markups shall be included with each subcontractor’s line item.
d. See attached Excel version.

6. 3-31-22 4-26-22 Reference Spec section 28 31 00 Fire Detection and Alarm, para 1.2 Scope. This section states “The existing fire alarm system in building 43 shall interface with the new clean agent fire suppression system.”
Bldg 43 is not a bldg. listed in the project. Can this statement in the spec be clarified?
Building number indicated is not correct. FA scope is shown on the drawings. New devices will interface with existing head-end equipment for each respective Building.
7. 3-31-22 4-26-22 Reference Bldg 161 drawing sheet 161FX100 appears to be the only bldg. shown to have the Clean Agent Fire Suppression. Spec Section 21 22 00 does not appear to have been provided.
Can this be clarified as to the basis of design intent for this system along with the specifications?
See attached specification as part of Amendment 0002.
8. 3-31-22 4-26-22 Reference Spec section 09 51 00 Acoustical Ceilings, para 2.4a. This para references “Armstrong Dune Tegular 2' x 2' (patient areas) is the campus standard.” The design does not include new ACT reflective ceiling plans, merely the removal of ACT in various areas. Are we to assume that “Armstrong Dune Tegular 2' x 2' should be used throughout all blgs and spaces, otherwise please clarify the intent of using ceiling tiles?
Ceiling tiles will need to be replaced when damaged and removed in conjunction with above ceiling work. Contractor shall match existing.
9. 3-31-22 4-26-22 Reference 01 00 00 General Requirements, 1.2 GENERAL INTENTION Para “N”. The para states “Contractor to provide secure FTP site dedicated for this project for the duration of the contract.” Can Procore be used for this requirement?

11. 3-31-22 4-26-22 Reference Factor 1, Technical Approach. The approach states that the bidder to provide a narrative about “Alternate course(s) of action in the event items become non-conforming, whether it be material or time.” It also requires that our proposed practicable construction schedule includes “Current bottlenecks due to the impacts of Covid and shipping/material availability delays.” Given the current market conditions for lead time on materials;
specifically using the INTEGRATED POWER ASSEMBLY (IPA) as an example, the lead time for this item alone could exceed the period of performance for the project. Is it acceptable for the Contractor to propose a construction schedule that extends beyond the 365 day POP if we know the material lead-times will not support it, or do we provide a project schedule having a duration of 365 days POP (which seems to be a requirement) and just work with the VA on project schedule extensions after award?
Please stick with the 365 calendar days from NTP as the period of performance. For evaluation Factors 1 address any alternate course(s) of action in the event items become non-conforming, whether it be material or time.
For evaluation Factor 2 address current bottlenecks due to the impacts of Covid and shipping/material availability delays. The responses for these factors shall include identifying concerns with the current schedule and recommendations, even though the 365 calendar day period of performance will unchanged. If there are major supply chain issues with this after NTP is issued, this shall be worked out between the site, Contracting Officer and contractor.
12. 3-31-22 4-26-22 Reference Asbestos Reports. It appears that no reports were provided for bldgs. 21, 42, 88 and
153. Can the VA provide any available reports for these bldgs.?
No reports available for Buildings 21, 42, 88 and 153.
13. 3-31-22 4-26-22 Does the VA currently have any of the bldg.
roofs under warranty, if so, can the copies of the warranty(s) be provided?
Roof warranties are only available for B90/91, Police, and Pharmacy. They will be made available to the GC after award.

100. 4-9-22 4-26-22 Reference Factor 2, Project Challenges/Phasing & Schedule (Technical) page 14 of 73 and Technical Proposal Requirements page 17 of 73.
Page 14 of 73 states “Volume I Technical and shall not exceed a total of FIFTEEN (15) pages…” Page 17 of 73 states “Prepare and submit a practicable construction schedule showing all necessary work elements to complete the project identified under this solicitation.” If the page limit is 15 for the narrative approach and the schedule this may not be enough to demonstrate our ability, schedule wise, that reflects all necessary work elements due to the number of buildings. Can the VA confirm if the intent was 15 pages total or 15 for the written narrative?
Volume I Technical page limitation has been increased to twenty-five (25) pages. (title page, table of contents and preface are excluded from the page limits)
