CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

1 5.13.22 5.24.22 Factor 1 Past Performance excluded from page count. CPAR's and PPQ vary in page length and potentially reduce the Offerors technical approach narratives and schedule.

Past performance will not be excluded from the page count. The only items that are excluded from the page count are title page, table of contents and preface are excluded from the page limits. The page count for item 1 have been changed from 40 pages to now 50 pages for Factor 1 Tehnical.

2 5.13.22 5.24.22 Allow Offeror to submit Project Experience Writeup/Narrative for each project - allow 2-page narrative per project (4 projects max=8 pages total). This will allow the Offeror to explain each project in greater detail and show relevance, the PPQ and CPAR don't provide enough detail to show relevance to this EHRM Minneapolis project.

Please submit in accordance with the technical factors, we would like to see the cpars along with the ppqs that demonstrate your experience on like projects as well as how your contrract performance was rated from the customed. The page count for Volume 1 Technical has been updated to 50 pages.

3 5.13.22 5.24.22 Factor 2 Key Personnel of Prime and Subs - allow 2 pages for each key personnel resume. 2 pages per resume will allow the offeror to provide detail on projects listed under each resume (potential 7 resumes = 14 pages total).

The page count for Volume 1 Technical has been increased to 50 pages, please adjust as you see fit per each technical factor to meet the 50 page limitatuion. Please note that anything exceeding page 50 for Volume 1 will not be counted or read.

4 5.13.22 5.24.22 Factor 3 Technical Approach - please consider increasing page limit to 25 pages. 15 pages for the construction schedule and narratives doesn't allow the Offeror to demonstrate their ability.

Page count will be updated to 50 pages, please adjust your proposal as you see fit to meet the 50 page liitation.

5 5.13.22 5.24.22 Volume 1 Technical shall not exceed 50 pages. This includes items 1- 4 provided above.

Volume 1 Technical has been updated to not exceed 50 pages.

6 5.17.22 5.24.22 We would like to request that our AIR-SHIELD LMP please reviewed as a liquid membrane vapor permeable material here.

This determination will be made after award during the submittal period. If the substitute item meets the specifications, it will be accepted. If it does not, it will be rejected.

7 6.1.22 6.15.22 Per the General Notes (Sheet 1383-73T-001 as an example), Note 33 states “STANDARD WORKSTATION CONSISTS OF A MINIMUM

OF FOUR (4) CATEGORY 6A, U-FTP, CMP, GRAY, BLUE, AND

WHITE CABLES.”. It is identified on Sheet 1383-73T-701 that many of the existing outlets have (2) cables. Are we to install (4) cables for all workstations regardless of existing quantity of cables if less then (4)?

Also, what is the color combination of each workstation per the colors, Gray, Blue and White identified? For example, (2) Gray, (1) Blue, (1) White

Cabling shall be replaced like-for-like to match the existing quantity.

See T-701 series sheets for quantities.

8 6.14.22 6.15.22 Detail D6/1383-70M-501 shows a chilled water coil piping detail.

This appears to be a coil detail typically seen for an air handling unit.

Please confirm piping detail to follow for the fan coil units.

See Fan Coil Unit schedule notes on M-701 and provide with prefabricated piping package with modulating control valve. Comply with Specification 23 82 00 Part 2.1 and manufacturer’s requirements.

9 6.14.22 6.15.22 Specification 23 21 13 2.2 Pipe and Tubing calls to use copper for all chilled water piping. Copper is typically used for piping 2” and under, while schedule 40 steel piping is typically used for piping 2- 1/2” and larger. Please confirm for piping 2-1/2” and larger, welded schedule 40 steel can be used in lieu of copper.

Steel Piping (ASTM A53/A53M Grade B, seamless or ERW, Schedule 40) is acceptable for sizes 2 ½” and larger.

10 6.14.22 6.15.22 Drain pans are not shown in the electrical/telecom rooms. Will this be required for the new chilled water/condensate piping in these rooms?

Provide drain pans per Fan Coil Unit schedule notes 2 and 3 on M-

701. See Specification 23 82 00 Part 2.1.I for additional requirements.

11 6.14.22 6.15.22 Drawing 1383-70M-100J shows the new chilled water in building 70 to tie into an existing 8” IT chilled water loop. Through onsite investigation, the piping at the tie-in point in corridor CB-97 is 5”.

Please confirm if the piping should be tied into the 5”. If there’s a different tie-in point, please provide updated drawings showing tie-in location.

Chilled Water tie-in shall be at the 8” main. Final location shall be field verified and reflected on coordination drawing submittal.

12 6.14.22 6.15.22 All the drawings are marked “FINAL BID DOCUMENTS” in the sub-block “Phase” of the title block. However, several drawings are also marked “NOT FOR CONSTRUCTION”. Please clarify if these drawings will change before they are re-issued as “FOR CONSTRUCTION” and what would happen to our price based on drawings “NOT FOR CONSTRUCTION”.

All drawings are “FINAL BID DOCUMENTS” and are issued for construction.

13 6.14.22 6.15.22 The typical notes indicate to frame new walls and/or extend existing walls of the electrical rooms to the deck above. Some of the new electrical rooms will be built in areas with a high deck above that have mechanical ductworks, and utility pipes crossing the area of the electrical rooms. If walls are built to the deck, and the ceiling of the electrical rooms is open to the deck as required per specs, then the ductwork and pipes will only be accessible through the room, and the electrical equipment will be exposed to any possible leak. Please clarify if this is the design intent for these rooms or if a lower watertight roof should be built to protect/enclose the electrical rooms.

Not all locations follow typical notes. Waterproof hardlid ceilings are required where water piping runs above new TRs.

14 614.22 6.15.22 Sheet of General Infection Control Notes and Symbols: Is the Removal of Asbestos containing materials responsibility of the Contractor? Should we include all costs associated with Points 1 thru 13 and costs of applicable Standards 1 to 4 in our proposal?

Asbestos Abatement is not anticipated with this project and should not be included with the cost proposal. If unforeseen abatement is required, a modification will be issued.

15 6.14.22 6.15.22 Sheet of General Infection Control Notes and Symbols: Detail D6_ Where will VA require to connect the exhaust of the HEPA filtering equipment to? Is it acceptable to discharge the filtered air back into nearby corridors, such as when using a HEPA dust containment cart?

Infection Control shall be determined case-by-case based on the Classification. See Specification 01 35 26 for additional requirements.
